Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Knowledge Management (KM) Lead will provide leadership and ensure quality results for SKALA’s KM. The KM Lead is responsible for developing and guiding knowledge management efforts of SKALA as a program secretariat of its three main counterpart agencies and targeted provinces. S/he will initiate and manage efforts to ensure systems and processes effectively capture, store, organise share and track use of knowledge and information, ensuring that KM initiatives support and align with the aim of SKALA. The KM Lead will also work to provide input on how knowledge has been utilised to support the program’s adaptive management processes.

The KM Lead reports to the Policy & Advocacy Director driving the “influence” function of SKALA. This includes management of SKALA’s knowledge management capacity, policy analysis, communications, and advocacy agenda, with both internal and external stakeholders. The policy and advocacy team is dedicated to producing high-quality publications, briefs and communications materials and undertake events for internal and external stakeholders, including Government of Indonesia (GoI). In the development of knowledge products, the Policy and Advocacy team works closely with the MERL and Performance team, to amplify the learnings compiled by the MERL team and direct these towards influencing policy change.  Policy & Advocacy team’s annual activities are also based on SKALA’s Thematic Action Plans and Province Engagement Strategies.

About You

Specific Responsibilities

Knowledge Management

  • Oversee information management in support of GOI’s agenda to strengthen its knowledge repository systems in capturing, sharing and ensuring access to knowledge products derived from SKALA activities combined with external knowledge sources where necessary for GoI counterparts and stakeholders.
  • Collaborate with other SKALA team members to ensure successful implementation of SKALA’s Stakeholder Engagement and Communications Strategy.
  • Strengthen knowledge management and foster practices supporting Implementation and MERL that will enhance sustainability.

Policy Analysis and Advocacy 

  • Strengthen SKALA’s advocacy process and initiatives to related government counterparts and communities, particularly where this extends beyond SKALA’s direct counterparts.
  • Build recognition of SKALA’s contributions in the analysis of policies and issues related to regional disparities, GEDSI, poverty reduction, civic engagement and national and subnational governance in Indonesia.  
  • Provide advice to the Senior Leadership Team and program Leads to implement SKALA’s advocacy agenda and support to subnational government counterparts.
  • Support the handling any other related strategic policy and advocacy issues emerging due to collaboration with other DFAT programs.

Strategic direction and sustainability

  • Support the team in its engagement with potential partners, such as private sector, civil society and NGOs, academic institutions, and others beyond SKALA’s direct counterparts to support changes and reforms undertaken by SKALA’s implementation team.
  • Provide input on the development and implementation of communications products that influence policy change and highlight program impact.

The KM Lead will work collaboratively with the other SKALA Leads in the identification of KM opportunities and will play a critical role to support, manage and oversee the KM team, advocacy-related efforts, stakeholder engagements and other related support, at the national and subnational levels. The KM Lead will be key in supporting SKALA collaboration and coordination with GoI stakeholders specifically in monitoring emerging trends and by effectively sharing knowledge and innovation and foster a culture of continuous learning to improve processes and outcomes. The Lead will bridge the gap between technology, processes and people to create a successful KM system and process within SKALA that contributes to innovation and collaboration. 

Specific Responsibilities
The KM Lead will work with a wide range of SKALA partners, both internal and external, to enhance SKALA’s ability to learn, adapt and influence. The Lead will ensure that SKALA effectively captures, documents, organises and shares information, emerging trends in system change and knowledge assets of learning and influence and is able to present these knowledge products to partners in an easily understood format. Key functions are:

  • Establish and maintain effective KM systems and practices that capture program knowledge, learning and change management approaches. This would include documenting procedures, best practices, emerging lessons learnt and other relevant information in a user friendly and easily understood format for change
  • Facilitate the identification, development, organisation and dissemination of knowledge products, resources and information within SKALA, including quality assurance of KM assets and ensure all public documents adhere to DFAT public diplomacy policies
  • Encourage and promote a culture of knowledge sharing and communication amongst SKALA partners and staff, including formal (events, seminars and conferences) and informal processes (brown bag sessions and in-house sharing and learning opportunities)
  • Maintain awareness of current and emerging technologies (including the use of AI), applicable to SKALA and GOI KM systems
  • Develop a culture of contribution within the SKALA team which encourages staff to contribute to knowledge repositories and shared best practice
  • Develop a process of security and confidentiality to protect sensitive knowledge assets to ensure information is respected, including processes for data protection and adherence to organisational privacy regulations, as applicable
  • Use a mix of social science tools and effective knowledge sharing approaches using new and innovative approaches, use of appropriate technologies and different knowledge communication tools, which may include collaboration platforms and databases, processes for storage and retrieval of information.
  • Monitor the effectiveness of the KM system and processes and adjust as necessary through a system of continuous improvement. This may include periodic reviews and updates of information to ensure relevance and reflect changes in processes and practices.
  • Support the implementation teams (national and subnational) to facilitate a culture of knowledge sharing, and address resistance to change through the promotion of the benefits on knowledge sharing and use, particularly for a system improvement and innovation process.
  • Develop and deliver training programs on knowledge management and best practice, including support to onboard new team members on KM approaches.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Relationship Management
The KM Lead with report to the Director, Policy and Advocacy and will provide oversight of the KM team. The KM Lead will work closely with the Communications and Public Diplomacy Lead and with a range of other stakeholders, including SKALA staff at the national and subnational level, GoI partners, the DT Global corporate team and other external service providers.

Selection Criteria


  • Master’s degree or similar advance degree in Communications, Knowledge Management, International Relations/Public Affairs, Journalism, Political Science or related disciplines.
  • Minimum 15 years’ experience in Knowledge Management/Strategic Communications role, including minimum 5 years at the senior management level, preferably for DFAT-funded program and with a sound understanding of public diplomacy.
  • Proven experience in producing and/or implementing KM Plan/Strategy including in planning and implementing campaigns for development issues.
  • Experience and skills in developing and implementing creative and successful KM cycle, including events and social media products.
  • Extensive knowledge of KM tools, software and best practices
  • Experience in policy research and/or public policy environment is preferred.
  • Strong leadership and communication skills with the ability to work collaboratively with a wide range of stakeholders and influence stakeholders on change management
  • Good analytical, written and verbal communication skills, with the ability to communicate with a variety of audiences and produce good written products and reports. 
  • Ability to work independently and to tight deadlines and produce high quality documentation. 
  • Exceptional verbal and written communication skills in English and Indonesian with the ability to communicate with a wide range of stakeholders from diverse backgrounds. 


  • A demonstrated understanding of the Indonesian decentralisation processes including relevant laws, policies, regulations and the political economy of the sector. 
  • Knowledge and awareness of the different needs of traditionally disadvantaged stakeholders such as women, the elderly, vulnerable and people with disabilities or special mobility needs. 

Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
