Kalimantan Utara (Kaltara) adalah salah satu provinsi termuda di Indonesia, yang resmi dibentuk pada 25 Oktober 2012 berdasarkan Undang-Undang Nomor 20 Tahun 2012. SKALA bekerja sama dengan pemerintah provinsi untuk memperkuat partisipasi kelompok rentan dalam perencanaan pembangunan, penyediaan dan penggunaan data, kapasitas fiskal daerah, dan kualitas belanja publik. Kantor SKALA di Kaltara mulai beroperasi pada bulan Oktober 2023.
Program Kemitraan Australia-Indonesia untuk Akselerasi Layanan Dasar (Sinergi dan Kolaborasi untuk Akselerasi Layanan Dasar/SKALA) merupakan program selama 8 tahun yang dimulai pada bulan November 2022 dengan alokasi anggaran hingga AUD 160 juta atau sekitar IDR 1,5 triliun.
