Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
​​The SKALA Office has organized an internship program to provide a framework by which students from diverse academic backgrounds, particularly those related to policy analysis and advocacy, may be assigned to support various assignments and tasks at the SKALA Office. Through this internship, their educational experience can be enhanced through practical work assignments, as well as providing an opportunity to make substantive contributions to the SKALA’s office work. 

​The intern will be involved in learning activities while providing technical support to the Policy Partnerships Team and collaborating closely with other teams and staff implementation to draft policy notes, organising events including reporting and documentation, etc. Through this role, the intern will gain knowledge of both the substantive and operational aspects of the Policy Partnership’s activities.

About You

Specific Responsibilities          

​​Under the guidance of the Policy Partnerships Lead and in close coordination with the Senior Manager Policy Analyst and other implementation team, they will be involved and learn from the following tasks in supporting: ​ 

​Policy Advocacy and Partnership:   

  • ​Support the implementation of SKALA activities through providing technical and administrative assistance as indicated in the workplan.  
  • ​Map the regulations and policies related to the SKALA themes, including Public Financial Management, Minimum Service Standards, Data and Analysis, and Gender Equality, Disabilities, and Social Inclusion.    
  • ​Assist the formulation of policy recommendation tools, including policy paper, policy brief, memo, etc.  
  • ​Learn the establishment of community of practice at SKALA provinces to influence and support public policymaking process on basic services.​ 

Other Duties 

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 

Job Requirements 

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long, and flexible hours as needed. Travel is based on need.  

Learning Objectives 

Through this internship, the Policy Analyst Intern will: 

  • ​​Gain an understanding of policy advocacy processes related to basic service delivery within SKALA’s thematic areas (PFM, MSS, Data & Analysis, and GEDSI). 
  • ​Develop practical skills in mapping and reviewing regulations and public policies at national and subnational levels. 
  • ​Learn how to support the preparation of policy products such as policy notes, briefs, memos, or papers under supervision. 
  • ​Gain exposure to partnership and community-of-practice approaches that support evidence-based policymaking. 
  • ​Strengthen professional skills in documentation, reporting, coordination, and working with government and non-government stakeholders.​ 

Relationship Management 

​​This role will be working closely with Policy Partnerships Unit including with technical experts and government counterpart, i.e.: BSKDN, The Ministry of Home Affairs, The National Institute of Public Administration (LAN), etc. This position will report to Policy Partnerships Lead.​ 

Selection Criteria 

Essential 

  • Final-year undergraduate students (minimum 7th semester) or recent graduates in public policy, public administration, economics, social sciences, or other relevant fields. 
  • Demonstrated analytical and writing skills, including experience preparing notes, summaries, or basic policy documentation. 
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) or equivalent tools. 
  • Good interpersonal, written, and verbal communication skills. 
  • Ability to communicate in English (written and/or spoken) is an advantage. 
  • Strong interest in public policy, governance, and evidence-based decision-making, with a willingness to learn in a professional environment.
