Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery. 
  • Pillar 2: Better sub-national governance for service delivery. 
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups. 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
​​​​The Minimum Service Standard (MSS) Intern will support the MSS team by providing technical, coordination, administrative, and logistical support across MSS-related activities. Through this role, the intern will gain exposure to Minimum Service Standards (MSS), planning and budgeting processes, stakeholder coordination, and implementation support within a development program environment. 

​All tasks and assignments will be undertaken under supervision and aligned with the internship learning objectives.​

About You

Specific Responsibilities        

  • Technical preparation and administration work for events/activities under MSS team, such as invitation, minutes of meeting, confirmation for resource persons and participants, and After Event Report (AER);
  • ​Support the compilation of MSS-related database and assist simple planning-budgeting analysis related to MSS outputs and activities including but not limited to MSS implementation and Planning-Budgeting guideline;
  • ​Support cross-program activities that promote collaboration and integration between implementation teams and thematic work areas.;
  • ​At the end of the assignment, the intern should write a simple report on output she/he learns during her/his tenure as an intern​

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • ​​Undertake other tasks and activities as requested by line managers. 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need. 

Learning Objectives

Through this internship, the MSS Intern will:

  • ​​Gain understanding of Minimum Service Standards (MSS) and their role in improving basic service delivery in Indonesia.​
  • ​​Develop understanding of planning, budgeting, and implementation processes related to MSS at national and subnational levels.
  • ​Gain exposure to SKALA’s support for government priorities and initiatives related to MSS.​
  • Develop skills in event coordination, documentation, reporting, and administrative support
  • Strengthen communication, teamwork, and professional workplace skills through engagement with internal teams and government stakeholders.

Relationship Management

​​​​The MSS Intern will report to the PFM & MSS Lead and work under the day-to-day supervision of the MSS Senior Manager. The intern will work closely with the MSS Team and may engage with relevant government counterparts and other SKALA teams for learning and support purposes.​

Selection Criteria

Essential

  • Final-year undergraduate students or recent graduates in Urban and Regional Planning, Public Administration, Economic, Social Study, Development Study, or relevant studies.​
  • ​​Demonstrated interest in governance, public service delivery, planning and budgeting, Minimum Service Standards (MSS), or related development issues.
  • Demonstrated strong analytical and writing skills and experience preparing documentation and meeting notes for the internal team.
  • Demonstrated ability to organise information, manage documentation, and work in a structured manner.
  • Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
  • Ability to participate full-time during the internship for 12 consecutive weeks.

Preferred

  • Demonstrated involvement in student organisations, volunteering activities, academic projects, or internship programs is an advantage.
  • Proactive attitude, willingness to learn, and ability to adapt in a professional working environment.
  • Good interpersonal skills and ability to work collaboratively with diverse teams.
