Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery. 
  • Pillar 2: Better sub-national governance for service delivery. 
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups. 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Planning, Budgeting and Local Revenue Specialist Gorontalo will be responsible for providing technical inputs and assistance to the SKALA Gorontalo provincial team to support the Government of Gorontalo Province in the areas of planning, budgeting, and local revenue enhancement. This includes supporting the implementation and revision of Mid-term Development Planning Documents (RPJMD), integration of SKALA’s work into government’s annual Workplan (RKPD), strengthening local fiscal capacity through improved local own-source revenue (PAD) strategies and management, advancing poverty and inequality eradication through the inclusive provision of minimum service standards, and providing other relevant inputs as required

About You

Specific Responsibilities        

The key roles and responsibilities of the position are to provide the following:

  1. Facilitate policy dialogue with relevant provincial agencies and provide technical input for the implementation, monitoring, and revision of RPJMD 2025-2029.
  2. Provide technical inputs on thematic issues including economic transformation, social transformation, governance transformation, regional macro-economic stabilisation, roadmap local revenue enhancement, and sociocultural and ecology security.
  3. Provide technical inputs and assistance to the Provincial Government of Gorontalo to ensure the integration of Minimum Service Standards (MSS) and the mainstreaming of GEDSI into local planning and budgeting documents (RPJMD, RKPD) and budget documents particularly RKA and KUA PPAS documents.

Other Duties

  1. Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  2. Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  3. Proactively identify and report risks and manage risks within your level of accountability and undertake other duties as required by the Program.  

Job Requirements

  1. Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  2. Travel is based on need.

Deliverables

  1. Recommendation/policy brief and/or policy note on thematic issues in support of RPJMD 2025-2029 implementation and roadmap local revenue improvement.
  2. Technical inputs for SPM and GEDSI integration into RPJMD and RKPD documents.
  3. Local revenue (PAD) diagnostic analysis and improvement recommendations for the Provincial Government of Gorontalo.
  4. Input for Political Economy Analysis and Financial Analysis report related to SKALA’s mandate.
  5. Monthly progress report documenting activities, outputs, and issues encountered.

Relationship Management

This position reports to the Gorontalo Provincial Lead and will work closely and effectively with the Provincial Engagement Specialist Gorontalo (PFM). The candidate will also work with a range of stakeholders, including all other Program staff, Government of Indonesia, Local Governments, BAPPEDA, BPKAD, Bapenda and other relevant provincial and district agencies, and other external service providers.

Selection Criteria

Essential

  1. Master’s degree in economics, development studies, public policy, public finance, or other related economic sciences, with minimum 7 years of relevant experience; or Bachelor’s degree in economics, development studies, public finance, or other related social sciences, with minimum 10 years of relevant experience.
  2. Strong knowledge of recent national and local policies on macro economy, regional economy, planning, and local government finance (PAD, DAU, DAK).
  3. Strong knowledge and expertise in local government fiscal management, including local own-source revenue (PAD) analysis and budget planning.
  4. Strong knowledge and expertise on statistical applications.
  5. Substantial working experience in supporting local government in planning and budgeting, especially in regions such as Gorontalo.
  6. Substantial working experience with sub-national Government especially BAPPEDA, BPKAD, Bapenda, and other provincial agencies.
  7. Strong reporting/writing skills.
  8. Excellent interpersonal skills, and written and verbal communication skills, both in Bahasa Indonesia and English.
  9. Ability to work both independently and as part of a team to achieve goals.
  10. Understanding of gender equality and social inclusion issues.

Preferred

  1. Experienced in assisting the making of government planning documents at provincial and district level
  2. Experienced working in and with government of Gorontalo
  3. Awareness of and sensitivity to the needs of traditionally disadvantaged groups, including women, the elderly, ethnic minorities, and people with disabilities or mobility challenges.
