Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Communications Content Development Consultant will play a key role in supporting SKALA’s strategic communications by creating engaging, insightful, and high-quality content. This consultant is responsible for documenting and showcasing SKALA’s achievements, lessons learned, and impact through various communication products.

About You
Specific Responsibilities
- Write compelling success stories, case studies, and human-interest articles to highlight SKALA’s impact in English and Bahasa.
- Draft clear, concise, and policy-relevant briefs to influence stakeholder engagement and decision-making.
- Create content (visuals, captions, infographics) to enhance SKALA’s digital presence and visibility.
- Produce periodic newsletters to share updates, best practices, and insights.
- Collaborate with the SKALA team, partners, and stakeholders to collect necessary information, interviews, and feedback.
- Ensure all developed content adheres to SKALA’s branding guidelines and communication standards
- Travel to SKALA Program provincial locations to capture result stories and conduct interviews. Accompany the videographer and/or photographer to assist with capturing video footage and photographs as required, ensuring comprehensive coverage of program activities and local perspectives.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Demonstrate an understanding of and sensitivity to Gender Equality, Disability and Social Inclusion (GEDSI) principles, ensuring that content reflects inclusive perspectives and promotes equitable representation.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
- Minimum of 5 years’ relevant professional experience in content development, communications, journalism, or public relations, preferably within international development programs or related sectors.
- Demonstrated experience producing compelling and engaging communication products such as success stories, case studies, policy briefs, newsletters, and social media content.
- Proven track record in developing content strategies tailored to diverse audiences, including government stakeholders, donors, and the general public.
Deliverables
- Produce compelling and well-written success stories/case studies
- Develop ready-to-post social media pieces, including visuals and captions optimised for SKALA’s digital platforms.
- Develop detailed content plans outlining proposed topics, content types, target audiences, dissemination channels, and timelines.
- Draft comprehensive newsletters featuring recent updates, achievements, upcoming events, and relevant insights from SKALA activities.
- All deliverables to be reviewed, edited, and finalised following feedback from the SKALA Communications team.
Relationship Management
The consultant will:
- Work closely with the SKALA Strategic Communications Unit to ensure consistency in messaging, branding, and strategic alignment across all content produced.
- Collaborate proactively with other teams under the Knowledge Management and Partnership Unit, ensuring content accuracy, relevance, and alignment with SKALA’s broader knowledge-sharing and policy advocacy objectives.
- Regularly liaise and coordinate with SKALA provincial teams to identify compelling stories, gather insights, validate data, and ensure content reflects provincial realities and achievements accurately.
- Maintain clear and consistent communication with stakeholders, ensuring all parties are informed, consulted, and engaged appropriately throughout content development processes.
- Demonstrate professionalism and cultural sensitivity in interactions with diverse stakeholders, ensuring respectful and inclusive representation across all communication products.
Selection Criteria
Essential
- Exceptional writing and storytelling skills, capable of clearly communicating complex development concepts into accessible and impactful narratives.
- Strong editorial skills, including proofreading, editing, and quality control, ensuring accuracy and consistency.
- Proven track record of creating compelling content such as success stories and policy briefs.
- Demonstrated ability to liaise with diverse stakeholders, including provincial teams.
- Having photography skills would be an advantage for this position, but it is not mandatory.
Preferred
- Experience working in DFAT-funded programs.
- Familiarity with governance, decentralisation, public policy, or social inclusion issues.
