Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. SKALA will focus on (i) consolidating these success and learnings and (ii) incorporating them into the day-to-day operations of key counterparts, with a focus on system transformations and reform processes.  

The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role
The Performance and Learning Director is a member of the SKALA Senior Leadership Team and will work closely with the Team Leader to manage SKALA’s monitoring and evaluation (M&E) and overall learning, research, communications, and advocacy agenda, with both internal and external stakeholders. This includes the development, management and technical inputs into SKALA’s M&E, research and learning (MERL) Plan, oversight of evaluations and M&E reporting to DFAT. The Performance and Learning Director will support and manage a performance and learning team in analysis and synthesis of research, analytics and evaluation products to assess and communicate the program’s progress, outputs, contributions and impact. This will also include producing high-quality research reports, briefs and communications materials for internal and external stakeholders, including Government of Indonesia (GoI). The candidate will share insights on program effectiveness and shape future directions. The position will also strengthen the SKALA team’s M&E capacity and contribute to capacity building in the subnational governance sector and play a pivotal role in ensuring the effective and efficient delivery of MERL, knowledge and reporting across SKALA.

About You

Specific Responsibilities

  • Provide direction and deliver the program MERL Plan, including an annual review to ensure validity and relevance to program implementation.
  • Manage and guide the SKALA Performance and Learning team in M&E methodology design, participatory data collection methods and protocols for baselines, performance and impact evaluations and implementation processes whilst ensuring that DFAT’s performance needs are met. 
  • Oversee all aspects of the monitoring and evaluation system and the SKALA Management Information System (MIS) as it is established.
  • Support program improvements by providing critical information and evidence to inform problem definition, impact measurement, and programmatic and policy decisions at all levels.
  • In accordance with the MERL Plan, ensure regular, ongoing review and reflection sessions of the program’s progress towards its goals and intermediate outcomes, and ensure MERL findings are incorporated into SKALA’s delivery approach on an ongoing basis.
  • Prepare recommendations and documentation necessary for SKALA’s Technical Committee and Steering Committee meetings.
  • In collaboration with the Communication and Public Diplomacy team, prepare and oversee a variety of technical and communications documents and visual representations of data for both internal and external audiences including publications and case studies.
  • Manage the delivery of accurate and timely reporting of outcome and evidence-based results, and support evidence-based improvements in program effectiveness and performance to continue adapting and strengthening its approach.
  • Provide leadership for knowledge management and disseminating lessons learned and best practices to support scale up.
  • Supervise MERL team, including subnational staff, in the day-to-day data collection and data entry activities.
  • Supervise research officers and provide strategic inputs and guidance to any research undertaken by SKALA.

Strategic direction and sustainability

  • Work with the leadership team to deliver insights on program effectiveness and shape activities that will better yield outcomes.
  • Develop and execute SKALA’s Research and Learning strategies.  
  • Initiate learning events and other activities to promote a culture of continuous improvement.
  • Oversee communications products to influence policy change and highlight program impact.
  • Strengthen knowledge management and foster practices that will enhance sustainability.

Reporting  

  • Effectively manage the MERL Plan overall delivery to ensure efficient and timely outputs of all M&E outputs including, quality reports, research, learning products dissemination events .
  • Development and oversight of the SKALA 6 Monthly Reporting processes .
  • Ensure all reports are prepared to a professional standard.
  • Lead high-level partnerships and engagement in research and communication.

Compliance

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, HIV and AIDS, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.  

Relationship Management

The Performance and Learning Director will lead the Performance and Learning team, and work closely and effectively with the Team Leader, the leadership team and all internal and external stakeholders.

Selection Criteria

Essential

  • Tertiary qualification in Monitoring and Evaluation, International Relations/ Development, and/ or relative technical field or related discipline.
  • At least 10 years’ experience in the development and delivery of MERL systems and development programs in a regional or global setting including leadership experience.
  • High-level relevant technical, management and facilitation skills, and experience in the development and implementation of practical MERL report frameworks relevant to SKALA.
  • Accomplished in leading and managing staff in a dynamic and dispersed implementation environment for a large and complex program, including oversight of other technical advisers.
  • Demonstrated experience in assessing program impact and value for money, with skills in governance and public policy an advantage.
  • Demonstrated experience designing and implementing quantitative and qualitative data collection and reporting methods for adaptive/ iterative programs, with ability to facilitate learning from, and respond to findings with relevant stakeholders.
  • Demonstrated experience on similar relevant programs.
  • Demonstrated experience working in DFAT/donor MERL implementation and reporting requirements.
  • Outstanding analytical and written skills in English, with experience producing high quality reports and other documentation for policy- and development-focused audiences.
  • Demonstrated high level interpersonal and cross-cultural skills, with the ability develop and maintain effective relationships with a diverse range of stakeholders, including DFAT.
  • Proven organisational skills and attention to detail, with ability to prioritise own workload, work effectively both independently and as part of a team and deliver quality outputs within agreed timeframes.

Desirable

  • Demonstrated ability to communicate in spoken Bahasa Indonesia
  • Knowledge of Indonesian decentralization history and processes, including familiarisation of current themes and GoI governance approaches.
  • Experience with and capacity building with local government for M&E.

Remuneration
This position open to international candidates. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This is a long-term position, based in Jakarta.
