Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua (Papau, Papua Barat, Papua Barat Daya, Papua Tengah, Papua Selatan, Papua Pegunungan). In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and Gender Equality, Disability, and Social Inclusion.

The Role
The role provides project-oriented learning opportunity for graduate students (or fresh graduates) to gain experience of working in donor-funded development projects in Indonesia are implemented and managed, including the process of sustaining strategic partnerships with stakeholders that include national governments, donor institutions, CSO partners, university, etc.
Upon completion of the internship, the intern should have gained strong practical understanding of the program’s thematic areas such as PFM, GEDSI, MSS, data and analysis, and the impact of the work SKALA does; and at the same time contribute towards a credit in academic studies (if applicable); and contribute to SKALA’s activities through specific outputs.

Learning Objectives
- Gain experience of working in donor-funded development projects in Indonesia.

About You
Specific Responsibilities
- Support Provincial Engagement Specialist in implementation and monitoring of SKALA’s activities
- Be familiar with global and national development issues on GEDSI, MSS and PFM
- Support Provincial Engagement Specialist in partnership and coordination with government institutions and civil society organizations.
- At the end of the assignment, the intern should write a simple report on output she/he learns during her/his tenure as an intern
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is not required.
Relationship Management
This role will be working closely with SKALA Provincial Maluku unit and with provincial government counterparts. This position will report to Maluku Lead.
Selection Criteria
Essential
- Students enrolled in final year of undergraduate studies or fresh graduates (within 12 months since graduation)
- Be engaged in academic study in a field related to development studies, international relations, international development or regional development.
- Minimum age of 18 years at the time of applications deadline
- Be a national of Indonesian or Australia; and
- Possess an excellent command of Bahasa Indonesia and/or English.
- Ability to participate full-time during the internship for 12 consecutive weeks.
Preferred
- Proven experience working collaboratively in student organizations or committees
- A proactive attitude, eagerness to learn, and willingness to contribute.
- Good interpersonal skills to engage with diverse teams.
