Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua (Papau, Papua Barat, Papua Barat Daya, Papua Tengah, Papua Selatan, Papua Pegunungan). In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and Gender Equality, Disability, and Social Inclusion.

The Role
The SKALA Office has organized an internship program to provide a framework by which students from diverse academic backgrounds, particularly those related to project management and/or development studies, may be assigned to support various assignments and tasks at the SKALA Office. Through this internship, their educational experience can be enhanced through practical work assignments, as well as providing an opportunity to make substantive contributions to the SKALA’s office work.
The Governance Intern will support the Governance, Strategy, and Quality teams by providing technical support as well as organizational, administrative, and logistical assistance. Through this role, the intern will gain knowledge of both the substantive and operational aspects of Governance programs.

Learning Objectives
- Governance Systems: Understand Indonesia’s decentralized governance system and SKALA’s approach to addressing regional disparities.
- Strategic Planning: Learn to develop, monitor, and adjust Thematic Action Plans and Annual Work Plans (AWP).
- Stakeholder Coordination: Build skills in coordinating with government entities, donors, and development partners.
- Technical Support: Gain experience in preparing governance documents, reports, and meeting materials.
- Risk Management: Understand risk identification and management in program implementation.
- Organizational Skills: Develop logistical and administrative skills for meetings, events, and travel arrangements.
- Policy Compliance: Learn to adhere to policies on gender, disability, fraud, and child protection.
About You
Specific Responsibilities
- Assist in preparing and compiling key documents, including BAST reports, briefing notes, and materials for governance and donor meetings.
- Identify the knowledge gained from monitoring and evaluation of the implementation of the AWP 2024/25.
- Assist the preparation of adjustments to the Annual Work Plan (AWP) 2025-2026.
- Provide support for coordination activities between SKALA, government stakeholders, donors, and other development partners at national and regional levels.
- Assist the Governance, Strategy, and Quality’s implementation work, including programme assistance functions, such as mailing, logistical arrangements (meeting and travel arrangements, etc) and organisational coordination (liaison with participants, etc)
- Support organizational tasks, including liaising with participants and maintaining effective communication channels.
- At the end of the assignment, the intern should write a brief report on output she/he learns during her/his tenure as an intern.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. No travel is needed.
Relationship Management
He/she will work under the guidance of the Planning and Quality Lead and in close coordination with the Governance Manager and Governance Coordinator.
Selection Criteria
Essential
- Fresh graduate of bachelor’s degree students and/or enrolment in the last year of a master/post-graduate degree with various mayor such as: development study, public administration, management, international relations, international developments, economics, and social sciences.
- Demonstrated governance and/or public administration capabilities: event management in campus, thematic seminar, etc
- Demonstrated strong analytical and writing skills and experience preparing documentation, simple excel analysis, and meeting notes for the internal team.
- Demonstrated capability to operate Microsoft Office, Word, Outlook, and Power Points and/or other presentation application and Microsoft projects will be preferable.
- Ability to participate full-time during the internship for 12 consecutive weeks.
Preferred
- Excellent interpersonal, written, and verbal communication skills in Bahasa Indonesia and English.
- Proven experience working collaboratively in student organizations or committees
- A proactive attitude, eagerness to learn, and willingness to contribute.
- Good interpersonal skills to engage with diverse teams.
