Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

This internship is designed to provide practical learning exposure in People and Culture (Human Resources) functions within a large-scale development program.

The People & Culture Intern will work under the supervision of the People & Culture Manager and in close coordination with members of the People & Culture and Operations teams. Through guided tasks and on-the-job learning, the intern will support day-to-day HR operations and ongoing People & Culture initiatives.

The internship aims to strengthen the intern’s understanding of human resources practices, systems, and processes in an international development context.

The internship will include regular guidance and feedback to support the intern’s learning and professional development.

All tasks will be undertaken under supervision and aligned with the intern’s learning objectives. The intern is not expected to lead HR processes or make independent operational or people management decisions.

About You

Specific Responsibilities

Under the supervision of the People & Culture Manager, the intern will:

  • Assist with recruitment and selection processes, including posting vacancies, scheduling interviews, and preparing candidate summaries. 
  • Support onboarding and offboarding processes, including preparing welcome materials and basic exit documentation. 
  • Assist in maintaining and updating employee records, HR trackers, and databases. 
  • Support the organisation of staff events, trainings, and employee engagement activities. 
  • Assist with administrative and operational tasks such as filing, drafting simple documents, and scheduling. 
  • Observe and support the application of safeguarding, GEDSI, and duty-of-care principles within People & Culture processes.
  • Support the preparation of draft internal HR documents (e.g. TORs, trackers, summaries, templates) under supervision.
  • Participate in team meetings and learning sessions to build understanding of People & Culture functions within a donor-funded development program.
  • Support special People & Culture projects as assigned, in line with the intern’s learning objectives.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require flexible hours, in accordance with agreed internship arrangements. Travel is not required.

Learning Objectives

During this internship, the intern will have the opportunity to:

  • Gain practical exposure to People & Culture (Human Resources) operations within an international development program. 
  • Develop foundational skills in recruitment support, onboarding, HR administration, and employee engagement activities. 
  • Learn how HR policies, procedures, and compliance requirements are applied in a professional organisational setting. 
  • Build understanding of how People & Culture functions support organisational culture, staff wellbeing, and program delivery. 
  • Strengthen professional skills, including communication, teamwork, and basic HR documentation.

Relationship Management

The intern will work under the supervision of the People & Culture Manager and in close coordination with members of the People & Culture team. The intern will also interact with other SKALA teams for learning and support purposes.

Selection Criteria

Essential

  • Currently enrolled in undergraduate studies (final year) or Master’s program in Human Resources, Psychology, Business Administration, or a related field. Fresh graduates (within 12 months since graduation) are also eligible.
  • Demonstrated interest in HR, talent management, and organisational development.
  • Good interpersonal and communication skills.
  • Attention to detail and ability to maintain confidentiality.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with HRIS is a plus.
  • Ability to work collaboratively in a multicultural team environment.
