Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
This internship is designed to provide practical learning exposure in the area of local revenue generation and public finance at the subnational level.
The Local Revenue Generation Analyst Intern will work under the supervision of the Aceh Provincial Lead and in close coordination with the Aceh implementation team. Through guided tasks and on-the-job learning, the intern will support analytical and documentation activities related to provincial local revenue (PAD).
The internship aims to strengthen the intern’s understanding of local revenue systems, data analysis, and policy processes, while providing hands-on experience in a development program context. The intern is not expected to lead activities or produce independent technical recommendations.

About You
Specific Responsibilities
- Support the collection, organisation, and basic analysis of data related to provincial local revenue (Regional Original Income / PAD) under guidance.
- Assist the team in compiling background information, data, and reference materials related to local revenue optimisation initiatives in Aceh.
- Support the preparation of draft analytical notes, summaries, and simple data visualisations related to local revenue streams (e.g. regional transfers, DBH, special autonomy funds), for internal review.
- Assist in identifying basic trends and patterns in local revenue data using simple analytical methods and tools.
- Support documentation and reporting activities, including preparing meeting notes, data summaries, and internal working documents.
- Participate in internal discussions and coordination meetings to build understanding of local revenue systems, public finance processes, and stakeholder engagement in a subnational development context.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Learning Objectives
Through this internship, the Local Revenue Generation Analyst Intern will:
- Gain an understanding of provincial local revenue (PAD), including its sources and regulatory framework in Aceh.
- Develop basic skills in collecting and analysing local revenue data to identify trends and patterns.
- Gain exposure to local revenue forecasting processes and data validation.
- Learn to prepare simple analytical summaries, reports, and visualisations for internal and government stakeholders.
- Build awareness of systems and procedures for managing and monitoring local revenue, including data quality checks.
- Strengthen professional and coordination skills through engagement with SKALA teams and government counterparts.
Relationship Management
This role will be working closely with SKALA Implementation team and with government counterparts, especially with Local Government Finance Agency, and Aceh Development Planning Agency. This position will report to Aceh Provincial Lead – SKALA.
Selection Criteria
Essential
- Final-year undergraduate students (minimum 7th semester) or recent graduates in economics, public finance, accounting, development studies, statistics, data analysis, public administration, or other relevant fields.
- Demonstrated interest in public finance, local revenue, governance, or data analysis, particularly in a subnational or development context.
- Basic analytical skills, including the ability to work with data, tables, or simple quantitative analysis.
- Good writing and communication skills, with the ability to prepare summaries, notes, or simple analytical outputs.
- Ability to work collaboratively in a team environment and willingness to learn under supervision.
- Basic proficiency in Microsoft Office (Word, Excel, PowerPoint) or equivalent tools.
- Sensitivity to gender equality, disability, and social inclusion issues.
Preferred
- Ability to communicate in English (written and/or spoken) is an advantage.
- Familiarity with basic statistical or data tools (e.g. Excel functions, simple data visualisation, or introductory statistics).
