Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
This internship is designed to provide practical learning exposure in governance, program planning, monitoring, and quality assurance within a large-scale development program.
The Governance, Strategy & Quality Intern will work under the supervision of the Governance, Strategy and Quality Lead and in close coordination with relevant team members. Through guided tasks and on-the-job learning, the intern will support documentation, coordination, and basic analytical activities related to Annual Work Plan (AWP) implementation, governance processes, and program reporting.
The internship aims to strengthen the intern’s understanding of governance systems, planning and review processes, and coordination mechanisms in a development program context. The intern will gain hands-on experience in supporting meetings, preparing draft documentation, and observing evaluation and decision-making processes.
All tasks will be undertaken under supervision and aligned with the intern’s learning objectives. Responsibility for final decisions remains with the relevant SKALA team leads.

About You
Specific Responsibilities
Annual Work Plan Evaluation and Planning
- Support the compilation and organisation of documents for governance and donor meetings, including draft presentation materials, briefing notes, and meeting minutes.
- Assist in collecting and organising implementation evidence for the AWP Semester 2 review, including reviewing the AWP Tracker and Quarterly Review & Reflection (QRR), under guidance.
- Assist in collecting and organising Identify Knowledge, lessons learned, key insights, and good practices emerging from the monitoring and evaluation of AWP 2025–2026 to inform planning improvements.
- Assist the preparation of adjustments to the Annual Work Plan (AWP) 2025–2026 simple analyses of implications for prioritisation, sequencing, and scheduling.
Coordination and Logistics
- Assist in preparing logistical arrangements and basic meeting materials for Program Provincial Committee (PPC) meetings in SKALA provinces, as well as Working Group (POKJA), Technical Committee (TC), and Steering Committee (SC) meetings in Jakarta.
- Support the planning process for governance meetings by helping compile briefing packs, meeting templates, attendance lists, and simple coordination notes.
- Help organise and file documents needed for engagements with government stakeholders, ensuring materials are complete and accessible for the team.
- Assist in maintaining smooth internal communication by helping record, organise, and share meeting documentation to support consistent information flow across teams.
Joint Supervision Mission
- Assist with the practical tasks required for Joint Supervision Missions, such as helping prepare schedules, organizing documents, taking notes during discussions, and supporting simple follow-up communication in two provinces.
Documentation and Reporting
- Assist in preparing and compiling key documents such as BAST (Berita Acara Serah Terima), based on AWP Progress Tracker.
- Assist in reviewing total spending recorded in the BAST documents, ensuring accuracy and completeness, and maintain a systematic tracking mechanism for all related financial and activity data.
End-of-Assignment Output
- At the end of the assignment, the intern will prepare a brief reflective summary of what they learned during their internship.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need (occasional travel).
Learning Objectives
- Gain an understanding of Indonesia’s decentralised governance system and SKALA’s approach to strengthening governance, strategy, and quality in basic service delivery.
- Learn how Annual Work Plans (AWP) are developed, monitored, reviewed, and adjusted within a large-scale development program.
- Gain exposure to governance processes, including Program Provincial Committee meetings, steering structures, and Joint Supervision Missions.
- Develop practical skills in supporting documentation, reporting, and preparation of governance-related materials (e.g. meeting notes, trackers, draft summaries).
- Build understanding of coordination and communication with government stakeholders, donors, and internal program teams.
- Learn how risk management, compliance, and quality assurance are applied in program implementation
- Strengthen organisational, coordination, and professional communication skills in a development program context.
Relationship Management
The intern will work under the supervision of the Governance, Strategy and Quality Lead and in close coordination with the Senior Manager, Cross-Province Coordination, and the Governance, Strategy and Quality Coordinator.
In carrying out their tasks, the intern will engage with relevant SKALA teams and support coordination with government counterparts and development partners, as appropriate, for learning and exposure purposes. All engagement and coordination will be conducted under guidance and in line with agreed internship arrangements.
Selection Criteria
Essential
- Fresh graduate of bachelor’s degree students and/or enrolment in the last year of a master/postgraduate degree with various mayor, such as development study, public administration, management, international relations, international developments, economics, and social sciences.
- Demonstrated strong analytical and writing skills and experience preparing documentation, simple excel analysis, and meeting notes for the internal team.
- Demonstrated governance and/or public administration capabilities: event management in campus, thematic seminar, etc.
- Demonstrated capability to operate Microsoft Office, Excel, Outlook, and Power Points and/or other presentation application and Microsoft projects will be preferable.
- Ability to participate full-time during the internship for 12 consecutive weeks.
Preferred
- Excellent interpersonal, written, and verbal communication skills in Bahasa Indonesia and English.
- Proven experience working collaboratively in student organizations or committees.
- A proactive attitude, eagerness to learn, and willingness to contribute.
- Good interpersonal skills to engage with diverse teams.
