Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua (Papau, Papua Barat, Papua Barat Daya, Papua Tengah, Papua Selatan, Papua Pegunungan). In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and Gender Equality, Disability, and Social Inclusion.

The Role

​​The GEDSI Internship will learn general GEDSI support under the SKALA program through providing support on its implementation of activities. The intern will particularly learn about SKALA’s support in raising and promoting an inclusive planning and budgeting process with counterpart Ministries and on strengthening civil society networks.

Learning Objectives

General Learning Objectives

  • To gain an overview of  governance mechanisms and systems and its complexities in improving basic service provision to poor and vulnerable communities particularly in SKALA’s province locations. 
  • Gaining a general overview of GEDSI components and activities under the SKALA program. 

Specific Learning Objectives

  • Understanding work to improve GEDSI inclusive planning and budgeting process within the government system including through engagement with  selected strategic partners. 
  • Learning SKALA’s support for activities and priorities of ministries.
  • Learning about the importance of integrating GEDSI perspectives in data systems and analysis.

About You

Specific Responsibilities

  • Support preparation and administration work for program meetings and or activities under the GEDSI team.
  • Work closely with the GEDSI team to manage the GEDSI knowledge database.
  • Support the GEDSI Senior Managers by assisting in the implementation of relevant activities.
  • Support GEDSI data analytic work, and 
  • Participate in cross-program activities and collaborations with other implementation units/teams.
  • At the end of the assignment, the intern should write a brief report on what s/he has learnt during her/his tenure as an intern.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is not required.

Relationship Management

​​This role will be working closely with SKALA GEDSI unit and with government counterparts, especially Bappenas. This position will report to the GEDSI & Community Engagement Senior Manager and be based on the general direction of the GEDSI Lead.

Selection Criteria

Essential

  1. Current or fresh graduate of bachelor’s degree students with various major such as: social study, development study, gender study, international relation study, or relevant studies.
  2. Demonstrated interest on SKALA’s thematic works areas.
  3. Demonstrated strong analytical and writing skills and experience preparing documentation and meeting notes for the internal team.
  4. Strong engagement skills with a wide range of program team and a demonstrated ability to effectively communicate in a cross-cultural context.
  5. Ability to participate full-time during the internship for 12 consecutive weeks.

Preferred

  1. Having strong interest in GEDSI and community development thematic issues.
  2. Proven experience working collaboratively in student organizations or committees
  3. A proactive attitude, eagerness to learn, and willingness to contribute.
  4. Good interpersonal skills to engage with diverse teams.
