Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
System Integration & Helpdesk Specialist will provide technical advice and support to assess the existing system at province levels and provide input to the integration design as well as to provide support for sub-national team in assisting the government on One Data and others system access right. The consultant will provide technical advice and manage on the One Data Aceh and others system.

About You

Specific Responsibilities

Based on general guidelines from Province Lead – Aceh, this position will be under the coordination and supervision of the Provincial Engagement Specialist (PES) and responsible to Province Lead – Aceh, for the following matters:

  • Assessment of Satu Data Aceh platform for readiness in integration with other system.
  • Provide technical advice on the development of One Data Aceh.
  • Provide direct technical advice and support to sub-national teams, particularly in assisting the government with “One Data” and other system.
  • Provide technical advice and input for the design of integrated systems, ensuring compatibility, efficiency, and scalability. This involves understanding business processes and desired outcomes.
  • Facilitating coordination/consultation with KOMINSA ACEH and DPMG ACEH regarding system preparation for One Data.
  • Provide technical input on One Data optimalization as part of local One Data cycle (SDPDN).
  • Ensure compliance with data security and privacy regulations in all integration solutions.
  • Supporting sub-national team assisting local governments (provinces and districts/cities on socio-economic dataset access right and use of data.
  • Supporting sub-national team assisting province governments on establishment of One Data Help Desk including its capacity support, SOPs, Manual, and system required.
  • Supporting others task for design and implementation system.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.  
  • Undertaking other duties as required by the Program.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  • Assessment report that describes the existing conditions of local information systems, its’ governance and capacities;
  • Manage the development of information systems required by the Aceh government
  • Assessment and design of Province Helpdesk;
  • Documented consultation, workshops, travel reports, meetings, and discussions with local government activities.
  • Other tasks as requested by SKALA.

Relationship Management

This position will work closely and effectively with a range of stakeholders:

  • Work under the supervision of the Province Lead – Aceh.
  • Collaborate closely with the Provincial Engagement Specialist and SKALA Implementation Team
  • Engage with provincial government officials and other relevant stakeholders to ensure ownership and alignment with regional policy priorities.

Selection Criteria

Essential

  • Has a bachelor’s degree in development studies, or other related information/technology studies with minimum 10 years of relevant experiences on system development, information system, and its related capacity building.
  • Experienced in facilitating development of local information systems and connect with national systems.
  • Experienced in facilitating multi-stakeholders’ collaboration including between national and sub-national governments on village and or local information systems.
  • Strong knowledge on recent national and local policies on regional planning, including village planning.
  • Strong skills and experiences in capacity building and piloting of the use of SEPAKAT for GEDSI based analytical tools.
  • Strong reporting/writing skills.
  • Excellent interpersonal skills, and written and verbal communication skills, both in Bahasa and English.
  • Ability to work both independently and as part of a team to achieve goals.
  • Understanding of gender equality and social inclusion issues.
