Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara (Kaltara), Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and Gender Equality, Disability and Social Inclusion (GEDSI).

The technical advisory panel under DNA (Data & Analytics) unit aims to support and provide technical input to the implementation of the SKALA DNA work plan.

About You
The Panel of Advisors will be assigned to one or more of the following categories:

DNA-13 | System Security | Technical input on scientific, engineering, and information assurance on locally generated information system and national system/application, also identifying and defining system security requirements including (ISO 27000/27001) system security standard |
DNA-14 | Data Scientist | Technical input on analytical, statistical, and programming skills to collect, analyse, and interpret large data sets from locally generated information system and national system/application |
DNA-15 | Machine Learning Engineer | Technical input on research, building, and designing self-running software to automate predictive models via artificial intelligence (AI) systems that leverage huge data sets to generate and develop algorithms capable of learning and eventually making predictions in relations to national/regional planning and budgeting |
DNA-16 | User Interface/Interactive designer | Technical input on gathering user requirements, designing graphic elements and building navigation components for an app, website, or other interactive media, including but not limited to locally generated information system and national system/application for regional/national planning and budgeting |
DNA-17 | Cost Benefit Analyst | Technical input on identifying highest and/or best return of an investment based on the cost, resources, and risk involved. |
DNA-18 | Full Stack Engineer | Technical input on the design, test, and implementation of various software applications, including but not limited to locally generated information system and national system/application for regional/national planning and budgeting |
DNA-19 | Junior Data Intelligence Analyst | Provided support and technical input in the implementation of existing Pusdatin System Data; including eDatabase and SIPD-RI. Provide support to conduct data analysis, identify trends and patterns, and present data findings to relevant stakeholders. |
DNA-20 | Junior Data Services | Provided support to design and implement Data Services of Pusdatin System Data, including SIPD-Hub, eDatabase, and other data tools. Support the design and implementation of Data Collection within the internal Ministry Directorate. |
Please note that it is not necessary to have capacity and expertise in all areas specified by the scope of work above. We encourage the interested advisers to specify their specialisation and expertise and make it clear in their application documents.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
The panel members will report to DNA Lead and collaborate with other SKALA’s teams.
Selection Criteria
Essential
- Minimum postgraduate qualifications (Masters or PHD) in relevant discipline, or in-dept experiences on the use of analytical tools, such as SEPAKAT, planning and budgeting tool, such as SIPD and village information systems.
- Relevant mid and expert level technical and operational experience in the field of expertise.
- Experience in providing advisory services in the area of expertise.
- Minimum 12 years of total working experience in the area of expertise.
- Minimum 5 years of experience working with/for GOI ministries on relevant area.
- Minimum 5 years of experience working with DFAT and/or other donor funded projects.
- Has knowledge and experience of gender equality, people with disability and social inclusion issues.
- Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients, and officials.
- Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.

Key Information
Applicants identified as suitable following assessment of relevant skills/expertise and a formal due diligence process, will be formally engaged as panel member for a period of up to 2 years. It is important to note that appointment to the panel does not constitute a commitment of paid engagement.
Whenever there is task/work requiring relevant skills/experience, SKALA will identify suitable candidates from the panel and engage him/her with a specific Service Order and detailed Terms of Reference.
Those who are currently on the SKALA Technical Advisory Panel do not need to apply.
