Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

• Pillar 1: Stronger national level enabling environment for sub-national service delivery
• Pillar 2: Better sub-national governance for service delivery
• Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. The Role
The consultant will assist SKALA and the Provincial Government of East Nusa Tenggara to develop the Provincial Government’s Integrated Data Management System, as an integrated portal to store, integrate, analyze, and ensure interoperability between various sectoral datasets and information systems. This may include efforts to integrate national ministry-based information systems and their datasets at the provincial level, including SPM, DTSEN, and GEDSI.

About You

Special Responsibilities

1. Conduct a comprehensive assessment to understand how individual information systems in each government sectoral agency operates to support integrated regional development planning.
2. Design an information system that provides integrated data storage, data analysis, and data sharing between government sectoral institutions, in accordance with national regulations such as Satu Data Indonesia (SDI), Satu Data Pemerintahan Dalam Negeri (SDPDN) and Sistem Pemerintahan Berbasis Elektronik (SPBE).
3. Develop an integrated information system that will operate as Portal Satu data Provinsi NTT, named “Sistem Analisis dan Statistik Data Integrasi Online (SASANDO)” with guidance from SKALA and its government partners based on information system design described above.
4. Provide technical support in analysing the infrastructure requirements for the implementation of Portal SASANDO ““Sistem Analisis dan Statistik Data Integrasi Online”.
5. Providing capacity building to ASN staffs and SKALA on the usage, maintenance, and modification of the information system as per local government needs.
6. Provide on-call technical support to SKALA and local government during application testing, usage, maintenance, and modification.
7. Other tasks as requested by SKALA and the NTT Provincial Government may include creating the Portal design, front-end and back-end, database, user/admin profile, and dashboard.

Other Duties

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

• The work environment involves only infrequent exposure to disagreeable elements and requires minimal physical exertion and/or strain
• Work may require long, flexible hours as needed. Travel based on need.

Deliverables:

1. Monthly reports.
2. Portal “SASANDO” of NTT Province.
3. User manual and source code for SASANDO Portal of NTT Province.
4. A Frequently asked questions (FAQ) documents covering common questions and answers related to new applications or updates to the information systems.

Relationship Management

This position will work closely and effectively with a range of stakeholders, including all other Program staffs particularly with the Data & Analysis Specialist, the DT Global corporate team and other external service providers. The position will report to the NTT Province Lead.

Selection Criteria

Important

1. Bachelor’s degree in computer science, Information and Technology, or a related field with a minimum of 4 years of experience in software engineering and security systems.
2. Experience with Laravel, CKAN, MySQL databases, PostgreSQL, or other relational databases.
3. Experience with CI/CD or using automation for the deployment process.
4. Experience using cloud infrastructure such as AWS, Azure, or GCP.
5. Experience with unit testing.
6. Excellent skills and proven experience in open-source system programming (LINUX or UNIX).
7. Familiar with API integrations

Preferred

1. Excellent problem-solving skills and the ability to work both independently and as part of a team to achieve goals.
2. Excellent interpersonal skills and written and verbal communication skills.
