National Monitoring Evaluation Learning (MEL) Intern

Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The National MEL Intern will support the Monitoring, Evaluation, and Learning (MEL) unit in preparing and implementing data collection activities at both national and sub-national levels. The intern will work closely with MEL team members at both the national and provincial levels.

About You
Learning Objectives
- Acquire understanding of results driven design for development programming (e.g., theory of change or program logic and monitoring and evaluation frameworks)
- Increase understanding of the role of monitoring, evaluation and learning systems in improving effectiveness and accountability of development programs.
- Enhance knowledge and skills in data collection, analysis, synthesis and communication of evidence to demonstrate progress and to identify challenges in development program implementation.
Specific Responsibilities
- Assist in the preparation for MEL data collection activities in National and Sub National Level
- Participate in data collection activities (e.g., as note taker, observer, co facilitator, etc.)
- Support data analysis and synthesis to document program progress
- Assist in the drafting of program reports and other evidence products
- Participate in MEL related workshops (e.g., quarterly review and reflection session)
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Comply with data/information confidentiality and safeguard
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Tasking products (e.g., data collection instruments, transcripts, ppt slides, results summary, etc.)
- Brief paper to describe MEL system of development program
- Set of recommendations to improve MEL intern management in SKALA Program
Relationship Management
Intern will work closely with MEL Team member in Performance and Learning units and will work under the leadership and guidance of MEL lead. She/he will also collaborate with subnational MEL team along with Subnational MEL Manager. The intern will have the opportunity to engage with program stakeholders in coordination with the MEL team.
Selection Criteria
Essential
- Currently enrolled in undergraduate studies (final year) or Master’s program in development studies, economics, social sciences, or a related field. Fresh graduates (within 12 months since graduation) are also eligible.
- Strong interest and basic skills in qualitative research, data analysis, and writing.
- Proficiency in Microsoft Office applications (Word, Outlook, PowerPoint) and/or other presentation tools.
- Ability to participate full-time (at least 4 days a week) during the internship for 12 consecutive weeks
Preferred
- Eagerness to learn about accountability systems and mechanisms in development programs.
- Experience participating in university-based organizations.
