Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. The Role
The MEL Coordinator will work under the MEL Lead’s guidance and as member of the MERL and Performance Team to ensure quality implementation of the SKALA monitoring, evaluation, and learning (MEL) system. This position will be based in Jakarta; he/she will work with other members of the entire MEL team at national and subnational MERL Coordinators.

About You
Specific Responsibilities
MEL Annual Workplan Implementation
- Support all administrative tasks related to MEL workplan implementation at national and subnational levels (e.g., administering events into SKALA Activity Management System, and at the national level liaise with operational team).
- At the national level, and in collaboration with the National MEL Manager, she/he will be responsible for supporting data collection activities, including scheduling meetings, organizing focus group discussions, and arranging key informant interviews with relevant resource persons.
- Participate in and support the MEL team in all preparatory technical aspects of MEL activities, including the development of Terms of Reference (TOR), data collection instruments, PowerPoint presentations, and related materials.
Regular Reporting
- Support the Jakarta MEL team in consolidating and summarizing key information from the SKALA Management Information System, including presenting data in tables, diagrams, and other visual formats.
- Coordinate with the Subnational MEL Manager to identify opportunities for linking national and subnational monitoring insights to strengthen overall program effectiveness.
Learning, Data Repository and Documentation
- Support SKALA learning activities and events by providing both administrative and analytical assistance, such as during quarterly reflections, reviews, and specific learning events.
- Regularly check administrative compliance of completed events and outputs within the information management system (e.g., After Event Reports in SAMA, and Output Evidence Products in the Annual Work Plan Tracker).
- Ensure efficient and manageable document repository in MEL Unit SharePoint
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long and flexible hours as needed. Travel is based on need.
Relationship Management
This position will primarily work with the MEL teams in Jakarta and the provinces, coordinate with the Operations team, and occasionally engage with a range of national-level stakeholders, particularly those involved in MEL activities (e.g., resource persons for data collection events).
Selection Criteria
Essential
You will be a motivated and proactive member of the Monitoring, Evaluation, and Learning (MEL) team, bringing a strong combination of project administration, operational skills, teamwork, and a commitment to technical excellence in MEL.
- Bachelor’s or Postgraduate degree in social sciences, evaluation, management, public policy, or a related field.
- Minimum of 5 years’ experience (for bachelor’s degree holders) or 4 years’ experience (for Postgraduate degree holders) in implementing MEL activities within development programs.
- Proven experience in conducting and analysing qualitative data collection within the context of development initiatives.
- Strong ability to manage multiple tasks, work independently, and meet tight deadlines.
- Demonstrated ability to effectively engage and communicate with a diverse range of stakeholders.
- Excellent verbal and written communication skills in Bahasa Indonesia. Proficiency in English is an advantage.
Preferred
- Experience in database management and related technical skills.
- Awareness of and sensitivity to the needs of traditionally disadvantaged groups, including women, the elderly, ethnic minorities, and people with disabilities or mobility challenges.
