Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Regional Planning and Budgeting Consultant will be responsible for providing technical input on governance—particularly local development planning and budgeting—to the SKALA Maluku Team and, as requested, the Maluku Provincial Government. This role supports efforts to create a stronger enabling environment for subnational service delivery, improve the quality of services at the subnational level, and ensure greater participation, representation, and influence of women, people with disabilities, and other vulnerable groups.

About You

Specific Responsibilities        

  1. Provide technical inputs and assistances to local government in preparing regional planning and budgeting documents.
  2. Provide technical inputs and assistances to strengthen Planning–Budgeting Integration – support and promote consistency between program priorities, outputs, outcomes, and budget allocations.
  3. Provide training and assistances to local government in disaggregated data analysis to support MSS and regional planning – including capacity building and technical guidance to strengthen local capacity in integrating SPM performance indicators and public budgeting.
  4. Support the design and facilitation of stakeholder consultations and coordination processes, including Musrenbang and other technical coordination meetings related to planning and budgeting.Provide technical inputs on regional planning and data utilisation through relevant coordination platforms, including the Regional Data Forum.  
  5. Provide technical inputs on regional planning to local government in preparation of GEDSI policies and action plan  
  6. Support capacity building and provide technical guidance to local government in the implementation of GEDSI action plans, including integration into planning and budgeting processes. 

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

Monthly progress reports outlining activities undertaken, key technical inputs provided, progress against responsibilities, and emerging issues or recommendations.Documented technical contributions aligned with the responsibilities above, which may include (but are not limited to):

  • Inputs to regional planning and budgeting documents;
  • Analytical notes or presentations related to data use, SPM, or GEDSI;
  • Training or capacity-building materials and facilitation outputs;
  • Policy briefs or technical notes supporting planning, budgeting, or GEDSI initiatives.

Relationship Management

This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Province Lead

Selection Criteria

Essential

  • A relevant tertiary qualification in development studies, public policy, economics, public administration, or a related field, or equivalent demonstrated professional experience.
  • Have experiences in development planning, local government, and community development at least 15 years, including research and policy engagement and familiar with local data driven planning and budgeting. 
  • Demonstrated experience supporting planning–budgeting integration and the use of performance indicators (including SPM/MSS) to inform subnational planning and budgeting.
  • Demonstrated experience working with provincial and/or district governments, preferably in Maluku..
  • Have extensive experiences working with and facilitating higher level government officials, including parliament members. 
  • Demonstrated understanding of GEDSI principles and experience supporting their integration into policies, planning, or programs.. 
  • Excellent interpersonal, facilitation, and written and verbal communication skills..
  • Strong analytical and problem-solving skills.
  • Ability to work independently and collaboratively as part of a multi-disciplinary team to achieve program objectives

Preferred

  • Prior professional experience working with provincial and/or district governments in Maluku
