Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
​​​The Gender, Disability and Social Inclusion (GEDSI) – Responsive Government Senior Manager is responsible for identifying and ensuring high-quality results for GEDSI deliverables on the governance/supply side at both national and subnational levels. This role provides technical support, facilitation, and activity management focused on gender, disability, and social inclusion at these levels to achieve program objectives. Under the leadership of the GEDSI Lead, the Senior Manager will work closely with the GEDSI Community Engagement Senior Manager to ensure quality, synergy, collaboration, and institutionalization of results in GEDSI-related activities within SKALA. 

​To ensure coherence and synergy in achieving program objectives, the GEDSI – Responsive Government Senior Manager will collaborate across units; engage with the Government of Indonesia (GoI) and DFAT to ensure planning and implementation align with the program’s priority agenda; and, under the direction of the GEDSI Lead, support the Leadership Team, Operations & Finance Team, Governance, Strategy & Quality Team, Knowledge Management & Partnership Team, and MERL & Performance Team to deliver SKALA’s GEDSI intervention efficiently and effectively. 

​​​The GEDSI – Responsive Government Senior Manager will be accountable to the GEDSI Lead for GEDSI-related results and will work with the DT Global Contractor Representative to ensure that work plans align with DT Global, DFAT, and best practice principles and policies.​

About You

Specific Responsibilities

Engagement

  • Manage high-level policy engagement support related to GEDSI with Government of Indonesia (GoI) agencies. 
  • Foster strong ownership and buy-in from GoI at the national and subnational levels, and ensuring sub-national activities are aligned and coordinated with national priorities. 
  • Actively support the effective functioning of governance mechanisms, ensuring guidance from the Program Steering Committee and Technical Committee as delegated by the GEDSI Lead. 
  • Provide technical assistance to national and provincial teams to implement and mainstream the GEDSI approach into governance activities and programs, including the institutionalization of new SKALA approaches. 
  • Facilitate strong, productive relationships with organisations delivering Australia support programs in Indonesia, including active participation in cross-program meetings to enhance synergy and collaboration. 
  • Support the GEDSI team in promoting broad-based public dialogue on key themes, including good governance, poverty, and decentralisation issues. 
  • Promote GEDSI champions within government to share lessons learned and best practices across provinces. 
  • Identify and support public diplomacy activities related to GEDSI at national and provincial levels (e.g., International Women’s Day, Kartini Day, Hari Ibu, International Day of Persons with Disabilities). 

     Implementation and quality assurance

  • Support national and provincial teams to collect and analyze data, document good practices, and capture lessons learned in governance for program improvement. Ensure these are recorded in the Program Management Information System to generate knowledge and evidence for effective reporting on the implementation of the GEDSI strategy, with robust information and a strong analytical focus. 
  • Provide technical support in capturing learning and changes, focusing on SKALA’s role in achieving the program framework. Collaborate with other SKALA units, including Planning & Quality, Knowledge Management, Policy Partnership, MERL, Operations, and Finance. 
  • Provide technical oversight and quality assurance for the delivery of GEDSI-related activities. 
  • Provide management support for the implementation of SKALA’s GEDSI-focused activities at national and subnational levels, as outlined in the work plan. 
  • Support the GEDSI Lead in preparing drafts of progress reports, materials, and updates for DFAT and GoI as requested. 
  • Promote synergy across teams and units at national and subnational levels, ensuring program coherence and cohesion between central policy investments and subnational activities. 

     Management

  • Support the GEDSI Unit in updating the GEDSI Strategy Document and Multiyear Work Plan as needed to ensure activities align with Government of Australia (GoA) and GoI priorities, as well as SKALA program logic. 
  • Conduct field missions to monitor GEDSI implementation and performance, provide practical recommendations for improvement, and track progress. Participation may also include organising field mission agendas, especially GoI, DFAT, and other partners, with a focus on monitoring and promoting GEDSI progress. 
  • Provide management support to the GEDSI Unit to ensure program activities are conducted in a timely manner according to the work plan. Ensure activities are completed within budget, to high standards, and in compliance with relevant manuals, policies, and procedures. 
  • Support regular performance monitoring; provide appropriate feedback; and, if needed, initiate and manage Performance Improvement Plans for relevant team members. 

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 
  • Proactively identify and report risks and manage risks within your level of accountability. 
  • Undertake other duties as required by the Program. 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, flexible hours as needed. Travel is based on need.

Relationship Management

​​​This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to GEDSI Lead.​​

Selection Criteria

Essential

  • ​​​​​​A degree in a relevant field (gender and social studies, legal studies and so on). 
  • ​At least 10+ years of relevant experience in governance development programs, with 8 years of experience working with the Government of Indonesia in planning and budgeting. 
  • ​Demonstrated experience adapting and providing practical support governments to utilize various tools and approaches that support gender equality, disability, and social inclusion. 
  • ​Has experience managing a small team. 
  • ​Demonstrated strong understanding of public financial management policy processes (from agenda setting to policy formulation, implementation and analysis) of decentralisation in Indonesia and the policy environment. 
  • ​Ability to work independently and set priorities, take initiative and work well as part of a team. 
  • ​Written and verbal communication skills of a high order able to develop good drafts of reports and analysis in a clear, concise, and convincing manner. 
  • ​Interpersonal communication skills of a high order able to forge relations easily with a range of stakeholders including for example: civil society, government, donors, development partners and private sector.  
  • ​Well-developed skills in project management including project planning, budgeting, and forecasting. 
  • ​Fluency in Bahasa Indonesia and English languages. 
  • ​Understanding of gender equality and social inclusion issues.​ ​​​

Desirable

  • ​​A demonstrated understanding of the whole Indonesian decentralisation processes including relevant laws, policies, regulations and the political economy of the sector. 
  • ​Knowledge and awareness of the different needs of traditionally disadvantaged stakeholders such as women, the elderly, vulnerable and people with disabilities or special mobility needs.​
