Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
Provide Advisory, technical input and capacity building to improve GEDSI Responsive – Public Finance Management in the full planning and budgeting cycle from the Public Expenditure Framework Analysis perspective.
The GEDSI Coordinator (The Coordinator) will be responsible for day-to-day supporting coordination of national activities and cross thematic discussion/consultation, including monitoring the implementation at the sub-national level. The coordinator will provide technical input and facilitation in coordinating national activities and monitoring implementation at sub-national level.
The coordinator will be supporting GEDSI Team in the engagement with Government of Indonesia and DFAT to ensure planning and implementation is based on priorities and agenda set by the program governance. With guidance from GEDSI Lead, the coordinator will coordinate with Procurement & Admin unit, Finance & Compliance unit, Planning and Quality unit, MERL & Performance Team, Research unit, Policy and Partnership unit, and Strategic Communications unit to ensure compliance, quality, and effectiveness.
The coordinator will be supporting the implementation for GEDSI-related results, working with other thematic teams to ensure achievement of coherent and cohesive intermediate outcomes align with DT-Global, DFAT and best practice principles and policies.

About You
Specific Responsibilities
Management
- Provide coordination support for day-to-day implementation of work plan and activities on GEDSI, including in monitoring the implementation of GEDSI especially special autonomy activities at sub-national levels.
- Provide support for day-to-day resources management, including work plan and budget allocation, monitoring activity spending, and other relevant activities on GEDSI.
- Provide support for day-to-day coordination with other thematic teams, including, but not limited to coordinate technical and thematic consultations, presentations, and training.
- Provide support in preparing LK-BAST and implementation reports.
- Provide support in coordination with Ops & Finance Team, Planning & Quality Team, and Performance & Learning Team to ensure compliance, quality and monitoring evaluation relevant.
Engagement
- Provide support in engaging key DFAT and GoI government stakeholders related to GEDSI.
- Provide support in coordination with other DFAT programs on issues related to GEDSI.
- Provide support to ensure DFAT and high level GOI officials presence in events/activities supported by SKALA, in line with guidance from SKALA Steering Committee and Technical Committee.
Implementation and quality assurance
- Provide support to planning process and development of work plan of GEDSI, including support to coordinate meeting and discussion with relevant counterpart government and support to engage with relevant counterpart GoI unit in developing workplan.
- Provide support to development of technical conceptual framework of GEDSI works, as well as its governance and capacity building framework.
- Provide support to development and implementation of GEDSI’s studies and other capacity building initiatives at national and sub-national level as necessary
Reporting
- Provide support to the GEDSI team in compiling resources for development of six monthly and annual reports and learning stories from GEDSI implementation works.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other program staff, the DT Global corporate team. This role reports to the GEDSI Lead.
Selection Criteria
Essential
- Minimum of a university degree (undergraduate level) in public policy, public administration, social sciences, gender studies, or a related discipline.
- At least 5 years of experience working with or engaging the Government of Indonesia.
- Prior experience working with the Ministry of Women Empowerment and Child Protection, Bappenas, or the Ministry of Home Affairs is highly desirable.
- Strong attention to detail, with the patience and determination to thoroughly explore issues and identify accurate solutions.
- Excellent analytical skills and the ability to produce high-quality written reports and documentation.
- Proven ability to communicate effectively—both written and verbal—with diverse audiences, including government stakeholders.
- Capable of working independently, managing tight deadlines, and maintaining quality under pressure.
- Proficiency in both English and Indonesian, with strong communication skills and the ability to effectively engage with a wide range of government stakeholders from diverse backgrounds.
Preferred
- Demonstrated understanding of Indonesia’s decentralisation processes, including relevant laws, policies, regulations, and the political economy of the sector.
- Strong awareness of the diverse needs of traditionally disadvantaged groups, including women, the elderly, vulnerable populations, and individuals with disabilities or special mobility requirements.
