Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
Data Scientist will assist SKALA and its government counterparts, especially local government in Papua Region by providing expertise and technical input on data management using Satu Data Daerah platform. The Consultant will be supporting the development of analysis modules in the platform including socio-economic database and other standardized data source. The Consultant will also support development of guidelines to ensure local governments can manage Satu Data Daerah platform.

About You
Specific Responsibilities
- Provide technical input to collate data and conduct technical analysis on the dataset, including concept and definition, methodology of data collection and source of data.
- Provide technical input to Satu Data Daerah management guideline as reference local governments in organizing data and ensure data is accurate and high quality, especially data on women, disabilities, and vulnerable and their needs (GEDSI).
- Provide technical expertise and work closely with SKALA-GEDSI team to identify and interpret pattern and trends on specific GEDSI data to ensure data on women, disabilities and vulnerable individual and their needs are available and accurate.
- Provide technical input to local government regulatory and policies frameworks ensuring coherence and synergy related to GEDSI data integration and utilization.
- Provide technical facilitation to local government in discussing dataset analysis.
- Other tasks as requested by SKALA
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Monthly report
- Documented input to Satu Data Daerah Platform (analysis report on dataset, policy and guidelines, report on GEDSI data analysis, system integration and analysis performance, etc).
Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Province Lead.
Selection Criteria
Essential
- Bachelor’s degree in Sociology, Statistics, Economics, Data Science, Public Policy, Information Systems, or a related field, with substantial professional experience in applied research, data analysis, or data management in public-sector or development contexts; a Master’s degree is an advantage
- Demonstrated experience supporting or contributing to Satu Data Daerah or similar government data management initiatives.
- Technical proficiency in data management, including data models, database structures, data cleaning, and analytical techniques for socio-economic and administrative datasets.
- Proficiency in applied statistical analysis and use of statistical tools (e.g. Excel, SPSS, SAS) for dataset analysis
- Experience using data processing or data management platforms to support analysis and reporting.
- Experience contributing to data governance, including data concepts and definitions, metadata, data quality assurance, or development of data management guidelines.
- Demonstrated ability to analyse and interpret socio-economic and GEDSI-related data, including data on women, people with disabilities, and vulnerable groups, to inform planning, policy, or decision-making.
- Strong interpersonal, written, and verbal communication skills, including the ability to facilitate discussions on data analysis with government counterparts.
- Strong analytical and problem-solving skills, with the ability to translate technical analysis into practical insights and recommendations.
- Ability to work independently and collaboratively as part of a multidisciplinary team to achieve agreed outcomes
Preferred
- Experience working with Government of Indonesia institutions, particularly at subnational level.
- Experience working on development or community-based programs involving government and development partners, particularly those incorporating GEDSI or social protection dimensions.
- Experience working in subnational or remote contexts, particularly in Papua or eastern Indonesia, is an advantage.
