Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
Data Scientist will assist SKALA and its government counterparts, especially MOHA, MOF, and BAPPENAS by providing expertise and technical input on data processing and analysis by using advanced statistical methods, which includes descriptive, diagnostic, predictive and prescriptive analysis. The Consultant will be supporting the development of analysis modules in the system including national socio-economic data such as DTSEN and other data sources available at macro and micro level. The Consultant will also support local government financial and GEDSI analytical works as requested by SKALA.   To ensure coherence and synergy, the Consultant is required to work collaboratively with GEDSI and PFM & MSS team, at national and sub-national.

About You

Specific Responsibilities        

  • Develop strategies for capturing, collating, and preparing data for necessary analysis. Data includes but not limited to statistics data, DTSEN/socio-economic data, planning data, financial data, data on monitoring, and other data required for analysis.
  • Process and develop analysis models with programming languages like R and Python, STATA, etc. then deploy those models into applications.
  • Provide technical input on analysis module in the system supported by SKALA, such as SEPAKAT, SIPD-Hub, Portal Data Daerah and its integration.
  • Support the enhancement of SEPAKAT analytical tools using new sets of data and analysis from SIKD, SIPD, SPM, PERA and Sea Level Rise
  • Provide guideline as reference for central and sub-national governments for organizing data to ensure data is accurate and high quality, especially data on women, disabilities, and vulnerable and their needs (GEDSI).
  • Provide technical expertise and work closely with SKALA-GEDSI team to identify and interpret pattern and trends on specific GEDSI data to ensure data on women, disabilities and vulnerable individual and their needs are available and accurate.
  • Work collaboratively with programmers to identify process improvement opportunities, propose system modifications, and data governance mechanism that will ensure GEDSI data are accessible. 
  • Other tasks as requested by SKALA.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).

Deliverables

  • Technical analysis report on dataset, including DTSEN/socio-economic data, SPM, SIKD, SIPD, SLR
  • Documented process of analysis data includes its code and algorithm to improve development for of integration between SEPAKAT and SIPD Hub and SIKD
  • Guidelines and documented of utilization for analysis related to climate change and SIKD.
  • Documented process of technical discussion and consultation with key stakeholders.
  • Report on GEDSI data analysis and utilisation in the planning process, i.e., RPJMD, Renstra, RPJMDes, RKPD, etc.
  • Frequently asked questions and answers for SEPAKAT users.

Relationship Management

The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.

Selection Criteria

Essential

  • Bachelor’s or master’s degree in computer science with a minimum of 10 years’ experience in data science or related field
  • Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
  • Experience in handling reporting packages like Business Objects, programming, and databases.
  • Advance use of languages like Python, R, or MATLAB
  • Proficiency in statistics and statistical packages like STATA, Excel, SPSS, SAS to be used for dataset analysis.
  • Adept at using data processing platforms
  • Excellent interpersonal skills and written and verbal communication skills.
  • Excellent problem-solving skills.
  • Ability to work both independently and as part of a team to achieve goals.

Preferred

  • Experienced working with Government of Indonesia
  • Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.
