Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Climate Change Impact Specialist Gorontalo will be responsible in providing technical inputs and assistance to SKALA Gorontalo team to support the Gorontalo provincial government in providing inputs related to climate change impact on the implementation of inclusive public service delivery that are in line with SKALA’s scope of support, i.e integration of impact of climate change on government annual planning documents, impact of climate change for inclusive MSS delivery especially for marginalized and vulnerable community.

About You
Specific Responsibilities
Under the supervision of the Provincial Lead SKALA Gorontalo, and in coordination with the Provincial Engagement Specialist (PFM), the Climate Change Impact Specialist will provide technical support to SKALA and the Gorontalo provincial government to integrate climate change adaptation and mitigation strategies into inclusive service delivery and provincial planning, with a focus on marginalized and vulnerable communities.
Key responsibilities include:
- Conduct study on climate change impact on the socio-economic condition of poor, marginalized and vulnerable community, especially related to public service delivery by identifying the climate change adaptation and mitigation strategies
- Provide technical inputs to integrate climate considerations into provincial planning documents (e.g., RKPD, Renstra), public service programs, and the Roadmap for Bureaucratic Reform.

- Support capacity development of MSS implementers and local government officials through technical assistance and dialogue on climate-resilient service delivery.
- Develop policy recommendations for the provincial government to enhance climate-informed planning and inclusive governance.
- Ensure close collaboration with SKALA teams and provincial counterparts to deliver high-quality, evidence-based, and inclusive outputs.
- Facilitate workshop on climate change adaptation and mitigation strategies on MSS delivery for poor, marginalized, and vulnerable community
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability and undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Travel is based on need.
Deliverables
- Study report on climate change impact on socio economic condition of poor, marginalized and vulnerable communities in Gorontalo province especially related to public service delivery by identifying the climate change mitigation and adaptation strategies
- Technical Inputs on integration of climate change adaptation and mitigation strategies in public service delivery into government planning documents and activities
- Technical input on capacity development of MSS implementing staffs on impact of climate change on MSS delivery
- Technical input from climate change studies into the Roadmap for Bureaucratic Reform document, particularly on strategic issues and challenges in implementing Bureaucratic Reform in Gorontalo Province, including those that contain adaptive strategies for climate change.
- Policy recommendations for the Gorontalo Provincial Government regarding the results of climate change studies that impact the socioeconomic lives of poor and vulnerable communities.
Relationship Management
This position reports to the Provincial Lead SKALA Gorontalo and will work closely and effectively with Provincial Engagement Specialist (PFM). Candidate will also be working with range of stakeholders, including all other Program staff, limited with Operational Staff, GoI, Local Governments, and other external service providers
Selection Criteria
Essential
- Master degree in environmental science, environmental management, or other related environmental sciences with minimum of 7 years of relevant experiences, or bachelor degree in environmental sciences, environmental management or other related environmental sciences, with minimum 10 years of relevant experiences.
- Strong knowledge on recent national and local policies and issues on environmental management and environmental issues
- Strong knowledge and expertise on climate change and its impact on public service delivery especially to the poor, marginalized and vulnerable communities
- Substantial working experience in supporting local government in integration of environmental policies and issues into government work plans and activities
- Substantial working experience with sub-national government especially BAPPPEDA, and MSS implementing agencies
- Strong reporting/writing skills
- Excellent communication and interpersonal skills, written and verbal communication skills, both in Bahasa and English.
- Ability to work both independently and as part of a team to achieve goals
- Strong comprehension of gender equality and social inclusion issues in environments.
Preferred
- Experienced in assisting the making of government planning documents at provincial and district level
- Experienced working in and with government of Gorontalo
- Awareness of and sensitivity to the needs of traditionally disadvantaged groups, including women, the elderly, ethnic minorities, and people with disabilities or mobility challenges.
