Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
Business Systems Analyst will conduct a thorough analysis of the system development to ensure the quality of the platform from various aspects. In addition, the consultant will be responsible for managing the system development schedule and reporting progress to SKALA and the Aceh Government. The main responsibilities include overseeing the development of analysis modules within the system, focusing on regional development planning data managed by BAPPEDA Aceh. The consultant will also contribute to interoperability with Satu Data Aceh to enhance the governance of the Aceh government.

About You

Specific Responsibilities

Based on general guidelines from Province Lead – Aceh, this position will be under the coordination and supervision of the Provincial Engagement Specialist (PES) and responsible to Province Lead – Aceh, for the following matters: Lead the development of quality application code by adhering to application development best practices.

1.   Business Analysis:

  • Exploring business process needs from users/stakeholders.
  • Identifying problems and opportunities for business process improvement.
  • Preparing business process requirement documents (Business Requirement Document).

2.  System Analysis:

  • Translating business process needs into technical requirements.
  • Preparing functional and non-functional system specifications.
  • Designing system flows, DFD (Data Flow Diagram), ERD (Entity Relationship Diagram), etc.

3.   Coordination and Validation

  • Coordinate with stakeholders and developers during the development cycle.
  • Conduct UAT (User Acceptance Test) with users.
  • Ensure that the solution built meets business and technical needs.
  • Provide documentation of all processes and training as needed. Also create and maintain technical documentation regarding application code.
  • Develop and implement maintenance procedures, monitor systems health, gather system statistics, and troubleshoot reported errors and alarms.
  • Ensure application security by implementing security practices, including mitigating the risk of attacks.
  • Integrate applications with APIs to expand application functionality.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.  
  • Undertaking other duties as required by the Program

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  • BAPPEDA Aceh planning data information system.
  • BAPPEDA Aceh planning data information system process, including interoperability with OPENDATA Aceh to enhance the governance of the Aceh government.
  • Comprehensive documentation of the entire process, including technical requirements (Business Requirement Document), functional and non-functional system specifications, system flows, DFD (Data Flow Diagram), ERD (Entity Relationship Diagram), source codes, development, testing, and deployment of BAPPEDA Aceh planning data information system, ensuring proper handover to government counterparts.
  • Develop and maintain comprehensive documentation outlining the process for creating policies and guidelines essential for the effective operationalization of the application.
  • Frequently asked questions and answers for BAPPEDA Aceh planning data information system.

Relationship Management

This position will work closely and effectively with a range of stakeholders:

  • Work under the supervision of the Province Lead – Aceh.
  • Collaborate closely with the Provincial Engagement Specialist and SKALA Implementation Team
  • Engage with provincial government officials and other relevant stakeholders to ensure ownership and alignment with regional policy priorities.

Selection Criteria

Essential

1. General Qualifications:

  • Minimum has a bachelor’s degree in information technology, Information Systems, or Computer Engineering.
  • At least 7 years of experience in system analysis and/or business process development for regional development planning applications or similar, proven by a project history list and work reference letters for experience in large-scale application development within government agencies.
  • Possession of professional certification relevant to the field.
  • Ability to analyse business needs and translate them into system specifications.
  • Knowledge and experience in creating BRD, DFD, ERD documents.
  • Ability to communicate and coordinate with various stakeholders (stakeholders, users, developers).
  • Experience in government application development projects in the field of regional development planning.
  • Excellent problem-solving skills and ability to work both independently and as part of a team to achieve goals.
  • Excellent interpersonal skills and written and verbal communication skills.
  • Demonstrate the ability to carry out capacity development and share knowledge for the Government of Indonesia and Regional Governments as well as SKALA program staff.
  • Strong interpersonal skills, ability to maintain working relationships with key stakeholders in government.
  • Understanding of gender equality and social inclusion issues.

2.     Technical Skills:

  • Familiar with software development methodologies: SDLC, Agile, or Waterfall.
  • Able to compile comprehensive and easily understandable technical and functional requirement documents.
  • Understand the concepts of databases, application architecture, and information system workflows.
  • Experience with PHP Framework such as CodeIgniter or Laravel and its ORM is a plus.
  • Familiarity with event-driven programming in PHP and API integration.
