The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

The Role
Reporting to the Public Finance Management (PFM) Lead, the Senior Planning and Budgeting Specialist will be responsible for supporting the Government of Indonesia (BAPPENAS, KEMENKEU and KEMENDAGRI) and SKALA Provincial Governments to facilitate and providing the technical input on the design and implementation of the Public Expenditure and Revenue Analysis (PERA).
The key purpose of PERA is to produce technical analysis on the quality of spending of APBD (Annual Local Government Revenue and Expenditure) taking into account the local government authority, economic and sectoral views, and other perspectives such as Minimum Service Standard (MSS), GEDSI, special autonomy fund (for Aceh and Papua), etc.

About You
Specific Responsibilities
The key roles and responsibilities of the position are to provide the following:
- Technical input on the methodology of the Public Expenditure and Revenue Analysis (PERA) for each SKALA province.
- Technical input on data requirement and data analysis (quantitative and qualitative) regarding the local government revenue and expenditure of SKALA province.
- Technical input on the implementation of Public Expenditure and Revenue Analysis (PERA) of all SKALA provinces, considering the local government authority, economic and sectoral view, and others relevance perspective such as Minimum Service Standard (MSS), GEDSI, Fiscal Transfer (Dana Alokasi Umum – DAU; Dana Alokasi Khusus – DAK; and Special Otonomy Fund (Otsus) for Aceh and Papua provinces.
- Leadership on the formulation of Public Expenditure and Revenue Analysis (PERA) reports for each SKALA province.
- Technical input on others relevant issues of sub-national Public Expenditure and Revenue Analysis (PERA).
Other Duties:
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, HIV and AIDS, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).
Deliverables
- Design of the methodology of Sub-National Public Expenditure and Revenue Analysis (PERA).
- The result of Sub-National PERA data analysis (quantitative and qualitative).
- The final draft of PERA documents.
- Papers/presentations/discussions materials related to the process Sub-National Public Expenditure and Revenue Analysis (PERA).
- Policy Brief on the Optimalization of Sub-National Public Expenditure and Revenue Analysis (PERA).
Relationship Management
This position reports to the PFM Lead and will work closely and effectively with Local Government Financing Development Manager. Candidate will also be working with a range of stakeholders, including all other Program staff, and to a limited extent with Operational Staff. The candidate will be working with GoI at the central level, at the regional level, and other relevant external service providers.
Selection Criteria
Essential
- Minimum master’s degree on economics, accounting, management, public finance or any relevant fields with minimum 5 years of relevant experiences, or master’s degree in economics, development studies, public policy or other related economic sciences, with minimum 7 years of relevant experiences.
- Substantial working experience in engaging with the program relating with public policy, fiscal decentralisation, public financial management, poverty, regional development, especially on Public Expenditure and Revenue Analysis (PERA) at sub-national level in Indonesia.
- Have knowledge on local development concept, MSS, decentralization, and autonomy, as well as local development planning and budgeting.
- Experience work and/or cooperation with the Government of Indonesia especially BAPPENAS, KEMENKEU, and KEMENDAGRI, Local Government at Provincial and District level, and development partners, in supporting local government in planning and budgeting especially in lacking regions, such as Aceh dan Papua.
- Demonstrate ability to conduct capacity development and knowledge sharing for GOI and local Governments as well as SKALA program staff.
- Strong knowledge on recent national and local policies on macro economy, regional economy, and planning.
- Strong knowledge and expertise on statistical applications.
- Strong reporting/writing skills.
- Excellent interpersonal skills, and written and verbal communication skills, both in Bahasa and English.
- Ability to work both independently and as part of a team to achieve goals.
- Understanding of gender equality, disability, and social inclusion issues.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
