Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role

Reporting to the PFM Lead, the Fiscal Decentralization Advisor will be responsible for supporting the Government of Indonesia (BAPPENAS, KEMENKEU and KEMENDAGRI) in providing input for policy formulation of the intergovernmental fiscal relations between central and subnational governments to accelerate the fulfilment of minimum service standard, poverty eradication, and enhance local economic development that in line with SKALA mandate.

About You

Specific Responsibilities

  1. Technical input for the harmonization of proliferation policies from UU No. 1/2022.
  2. Technical input for development of capacity development for implementation of Otsus Fund for Papua and Aceh.
  3. Technical input on increasing revenue sharing fund and its policy.
  4. Technical input on regional grant fund and its policy.
  5. Technical input on alternative financing and its policy.
  6. Technical input on derivative regulations on Law No. 1/2022 on HKPD.
  7. Technical input for Political Economy Analysis and Financial Analysis related to SKALA mandate.

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).

Deliverables

  • Design for development of capacity development for Fiscal Transfer Fund management
  • Recommendation/policy brief and/or policy note on revenue sharing fund and its policy.
  • Recommendation/policy brief and/or policy note on grant fund and its policy.
  • Recommendation/policy brief and/or policy note on alternative financing.
  • Recommendation/policy brief and/or policy note on derivative regulations on Law No. 1/2022 on HKPD.
  • Input for PFM capacity assessments report.
  • Recommendation/policy brief and/or policy note on laws and regulations related to SKALA mandate.

Relationship Management

This position reports to the PFM Lead and will work closely and effectively with Fiscal Transfer Manager and Special Autonomy Manager. Candidate will also be working with range of stakeholders, including all other Program staff, limited with Operational Staff, GoI, Local Governments, and other external service providers.

 
Selection Criteria

  1. Doctoral/PhD degree on economics, accounting, management, public finance or any relevant fields with minimum 5 years of relevant experiences and Master’s degree in economics, development studies, public policy or other related economic sciences, with minimum 7 years of relevant experiences.
  2. Substantial working experience in engaging with the program relating with public policy, fiscal decentralisation, public financial management, poverty, regional development.
  3. Experience work and/or cooperation with the Government of Indonesia especially BAPPENAS, KEMENKEU, and KEMENDAGRI, Local Government at Provincial and District level, and development partners, in supporting local government in planning and budgeting especially in lacking regions, such as Aceh dan Papua.
  4. Demonstrate ability to conduct capacity development and knowledge sharing for GOI and local Governments as well as SKALA program staff.
  5. Strong knowledge on recent national and local fiscal policies, macro economy, regional economics, and planning.
  6. Strong knowledge and expertise on statistical applications.
  7. Strong reporting/writing skills.
  8. Excellent interpersonal skills, and written and verbal communication skills, both in Bahasa and English
  9. Ability to work both independently and as part of a team to achieve goal
  10. Understanding of gender equality and social inclusion issues.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
