Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role
The Communications & Public Diplomacy Manager will be responsible for managing information, communication, advocacy and public diplomacy efforts. S/he will ensure communications and advocacy materials adhere to the branding guidelines and will work closely with the implementation team. S/he will be responsible for ensuring comprehensive documentation of activities and achievements, including drafting success stories, reports, and press releases, and developing advocacy, public information and social marketing campaigns via traditional and social media. The Communication and Public Diplomacy Manager will report to the Communications and Public Diplomacy Lead.

About You
The key responsibilities of the position include, but are not limited to the following:
- Manage, implement, and monitor the implementation of SKALA’s Communications and Stakeholder Engagement Strategy including Public Diplomacy related activities.
- Develop and strengthen strategic relationships across a broad range of stakeholders, including community organisations, government officials, partners, international and regional organisations.
- Ensure output deliveries with accountability with adherence to DFAT’s public diplomacy and branding guidelines.
- Lead the scheduling, writing, preparation and editing for success stories, and ad-hoc activity reports as needed, working closely with various team to gather content and information.
- Coordinate and generate information from various sources, including the MERL (Monitoring, Evaluation, Research and Learning) and relevant partners data, to compile reports on the activity’s status and impact, including success stories, briefing notes and press releases.
- Ensure the necessary multimedia consents and copyright compliance for any photo/video/audio content production, including for children and vulnerable groups.
- Manage, Coordinate and Assist in the translation works of various communication and advocacy materials from English to Bahasa Indonesia (vice versa).
- Support and assist in the planning, preparation, coordination, and implementation of SKALA Public Diplomacy events including press briefings, and roundtable discussions.
- Responsible and/or coordinate any collaboration efforts in developing advocacy materials such as social media content, scripts, podcast and others. Maintain connections with key stakeholders, relevant partners, media and influencers who can help to disseminate information about the activity with a wider audience.
- Ensure a clear understanding of the SKALA’s Program and its activities, through consistent use of standard messages integrated into all communications.
- Prepare, write, or assist in the preparation of press releases, audio visuals, and other materials (English and Bahasa Indonesia)
- Promote SKALA activities, which may include create talking points, organise photographs and collaterals.
- Create, disseminate social media posts (Facebook, Twitter, and YouTube) and prepare content for the SKALA website. This may include blog posts, podcasts, tweets, and other content.
- Responsible for coordinating media outreach and coverage of Public Diplomacy and key activity events.
- Write and produce a quarterly newsletter draft in English and Bahasa Indonesia for distribution to stakeholders to share activity progress, success stories, and lessons learned, amongst others.
- Generate media monitoring on related focus issues, including media coverage reports.
- Responsible for sub-contracted vendor management (e.g., strategic partner/advisors, panel vendors, event organisers, translation services etc.) to ensure compliance and high-quality deliveries.
- Other tasks and duties as assigned.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.

- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Communications and Public Diplomacy Lead.
Selection Criteria
Education:
- Bachelor’s or Master’s degree in related field (Mass Communication, Journalism, Public Information, Public Relations, or similar).
Skill and Experience:
- Minimum of 8 years’ experience with a proven track record in implementing communications on international development programs (preferably DFAT-funded programs), including the use of various tactics and tools.
- Ability to work collaboratively and effectively as part of a large team in a supporting role.
- Strong interpersonal and negotiation skills, including experience liaising with a broad range of stakeholders, from government stakeholders at national and sub national levels through to communities.
- Excellent verbal and written communication skills in English and Bahasa Indonesia, including experience in preparing talking points, speeches, briefing notes, and inputs for printed and electronic media.
- Knowledge of DFAT processes and procedures is preferred.
- Flexibility, creativity, and ability to maintain a rapid and demanding pace of work.
- Strong network with media is preferred.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
