The Government of Aceh has taken an important step to strengthen data-driven development through the launch of the One Data Aceh initiative. With over 10,000 datasets now accessible via the One Data Aceh Portal, the province has become a national frontrunner in building transparent, inclusive, and accountable data governance. The portal brings together dashboards, spatial maps, infographics, and open datasets that can be used by government agencies, academics, journalists, the private sector, and local communities. By making data open and accessible, Aceh ensures that planning and budgeting are based on evidence, not assumptions. Supported by strong political commitment, solid institutional...

The Inclusive Development Planning Forum for Vulnerable Groups (MUSIK KEREN) in East Nusa Tenggara (NTT) is a key initiative to ensure that development planning is both participatory and fair. Backed by a Governor’s regulation, MUSIK KEREN ensures that the voices of vulnerable groups, including persons with disabilities, women, children, the elderly, Indigenous communities, and people living with HIV/AIDS, are formally integrated into official planning and budgeting documents. More than 200 proposals were collected through a structured process: needs assessments across 22 districts, thematic focus group discussions, joint verification with Regional Apparatus Organizations (OPDs), and formal tagging in the Regional Development...

Instead of being channelled through local government accounts—which often caused long delays—allowances are now transferred directly from the national treasury to teachers’ bank accounts. This reform has already reached over 1.5 million teachers across Indonesia, providing financial certainty, enhancing transparency, and strengthening teachers’ motivation to deliver quality education. SKALA, an Australia–Indonesia Partnership Program for Accelerating Basic Services, has supported the design of this transfer mechanism, helping ensure the reform works effectively at both national and local levels. This booklet highlights the reform...

The Aceh Government has reaffirmed its commitment to inclusive governance with the enactment of Aceh Governor Regulation No. 12/2025 on Community Participation in Development. This regulation ensures that voices from the community—including women, persons with disabilities, and Indigenous groups—are fully integrated into the planning, implementation, and evaluation of development. This milestone builds on the success of earlier thematic forums facilitated by the provincial government, with support from SKALA – the Australia–Indonesia Partnership Program for Accelerating Basic Services. Through institutional strengthening, participatory forum facilitation, and capacity building, SKALA has helped ensure that community participation in Aceh becomes sustainable and impactful.

The Provincial Governments of Aceh and East Nusa Tenggara are leading the way in advancing inclusive development for persons with disabilities. Both provinces have successfully developed District Action Plans for Persons with Disabilities (RAD PD) through participatory processes, demonstrating a genuine commitment to the fulfilment of disability rights, supported by the SKALA program.
