The Government of Indonesia has introduced major reforms to the disbursement of teacher allowances for regional civil servants. Instead of being channelled through local government accounts—which often caused long delays—allowances are now transferred directly from the national treasury to teachers’ bank accounts. This reform has already reached over 1.5 million teachers across Indonesia, providing financial certainty, enhancing transparency, and strengthening teachers’ motivation to deliver quality education. The Aceh Government has reaffirmed its commitment to inclusive governance with the enactment of Aceh Governor Regulation No. 12/2025 on Community Participation in Development. This regulation ensures that voices from the community—including women, persons with disabilities, and Indigenous groups—are fully integrated into the planning, implementation, and evaluation of development. This milestone builds on the success of earlier thematic forums facilitated by the provincial government, with support from SKALA – the Australia–Indonesia Partnership Program for Accelerating Basic Services. Through institutional strengthening, participatory forum facilitation, and capacity building, SKALA has helped ensure that community participation in Aceh becomes sustainable and impactful.

The Provincial Governments of Aceh and East Nusa Tenggara are leading the way in advancing inclusive development for persons with disabilities. Both provinces have successfully developed District Action Plans for Persons with Disabilities (RAD PD) through participatory processes, demonstrating a genuine commitment to the fulfilment of disability rights, supported by the SKALA program. The collaboration between the Aceh Government and the Statistics Study Program at Syiah Kuala University (USK), supported by the SKALA Program, is an example of good practice in accelerating the implementation of Satu Data Aceh. This initiative addresses the challenge of limited human resources while aligning with Ministry of Home Affairs Regulation No. 5 of 2024 on the Single Data System for Domestic Governance (SDPDN), which requires local governments to disseminate and utilize data, including statistical processing results.
