Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role
The PFM Strengthening Coordinator (The Coordinator) will be responsible for day to day supporting coordination of national activities and cross thematic discussion/consultation, including monitoring the implementation at the sub-national level. The Coordinator will provide technical input and facilitation in coordinating national activities and monitoring implementation at sub-national level. The Coordinator will be supporting PFM Team in the engagement with Government of Indonesia and DFAT to ensure planning and implementation is based on priorities and agenda set by the program governance. With guidance from PFM Lead, The Coordinator will coordinate with Operations and Finance Team, Planning and Quality Team, and Performance and Learning Team to ensure compliance, quality, and effectiveness. The Coordinator will be supporting the implementation for PFM-related results, working with other thematic teams to ensure achievement of coherent and cohesive intermediate outcomes align with DT-Global, DFAT and best practice principles and policies.

About You
The key roles and responsibilities of the position are to provide the following:
Engagement
- Provide support in engaging key DFAT and GoI government stakeholders related to Public Finance Management (PFM).
- Provide support in coordination with other DFAT programs on issues related to Public Finance Management.
- Provide support to ensure DFAT and high level GOI officials presence in events/activities supported by SKALA, in line with guidance from SKALA Steering Committee and Technical Committee.
Implementation and quality assurance
- Provide support to planning process and development of workplan of PFM, including support to coordinate meeting and discussion with relevant counterpart government and support to engage with relevant counterpart GoI unit in developing workplan.
- Provide support to development of technical conceptual framework of PFM works, as well as it’s governance and capacity building framework.
- Provide support to development and implementation of PFM Policy studies.
- Provide support to capacity development of sub-national stakeholders on PFM especially special autonomy issues.
Management
- Provide coordination support for day to day implementation of workplan and activities on PFM, including in monitoring the implementation of PFM especially special autonomy activities at sub-national.
- Provide support for day to day resources management, including work plan and budget allocation, monitoring activity spending, and other relevant activities.
- Provide support for day to day coordination with other thematic teams, including, but not limited to coordinate technical and thematic consultations, presentations, and trainings.
- Provide support in preparing LK-BAST and implementation report.
- Provide support in coordination with Ops & Finance Team, Planning & Quality Team, and Performance & Learning Team to ensure compliance, quality and monitoring evaluation relevant.
Reporting
- Provide support to PFM team in compiling resources for development of six monthly and annual reports and learning stories from PFM implementation works.
Other Duties
- Comply with DFAT, DT-Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT-Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on the need.
Relationship Management
This position reports to the PFM Lead and will work closely and effectively with a range of stakeholders, including all other Policy & Quality team, Implementation team, the DT Global corporate team, and relevant GOI counterpart.
Selection Criteria
Essential
- A minimum University (undergraduate) qualification in (public policy, public administration, economics, social studies, regional planning, or a relevant discipline).
- More than 7 years of previous experience in engaging with the Government of Indonesia. Experience with the Ministry of Finance, Bappenas, and Ministry of Home Affairs is seen as an advantage.
- Must be strongly details oriented and show patience and determination to explore the problem and all of its elements until the reasoning has been found so that it can be resolved accurately.
- Good analytical, written and verbal communication skills, with the ability to communicate with a variety of audiences and produce good written reports.
- Ability to work independently and to tight deadlines and produce high-quality documentation.
- Very good verbal and written communication skills in English and Indonesian with the ability to communicate with a wide range of Government stakeholders from diverse backgrounds.
Desirable
- A demonstrated understanding of the Indonesian decentralisation processes including relevant laws, policies, regulations and the political economy of the sector.
- Knowledge and awareness of the different needs of traditionally disadvantaged stakeholders such as women, the elderly, vulnerable and people with disabilities or special mobility needs.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
