Program Kemitraan Australia-Indonesia untuk Akselerasi Layanan Dasar (Sinergi dan Kolaborasi untuk Akselerasi Layanan Dasar/SKALA) merupakan program selama 8 tahun yang dimulai pada bulan November 2022 dengan alokasi anggaran hingga AUD 160 juta atau sekitar IDR 1,5 triliun.
The Pillar 3 Engagement Strategy of the Australia Indonesia Partnership – Sinergi dan Kolaborasi untuk Akselerasi Layanan Dasar (SKALA) program focusses on SKALA’s approach in building influence and ensuring the voice and representation of poor and vulnerable communities are better incorporated into local government processes of planning and budgeting, leading to improved service delivery. This strategy will be implemented in close alignment with the Pillar 1 Engagement Strategy, which focuses on ensuring policies and regulations provide a conducive environment for subnational governments.
The Pillar 2 Engagement Strategy of the Australia Indonesia Partnership – Sinergi dan Kolaborasi untuk Akselerasi Layanan Dasar (SKALA) program focusses on the subnational level engagement of the program, which primarily covers the Intermediate Outcomes (IOs) of the second End of Program Outcome (EOPO) with linkages to other program IOs.
The Pillar 1 Engagement Strategy of the Australia Indonesia Partnership – Sinergi dan Kolaborasi untuk Akselerasi Layanan Dasar (SKALA) program focusses on the national level engagement of the program, primarily with 3 key ministries (the Ministry of National Development Planning or Bappenas, the Ministry of Finance or MoF and the Ministry of Home Affairs or MoHA). The Pillar 1 Engagement Strategy focuses on end of program outcome (EOPO) 1 to ensure policies and regulations provide a conducive environment that will enable the subnational government to provide improved service delivery (focus of pillar 2) and greater participation of women, people with disabilities and vulnerable groups in planning and budgeting (focus of pillar 3).
Rendahnya kualitas layanan di provinsi dan kabupaten tertinggal di seluruh wilayah Indonesia kian mempertajam ketimpangan yang berkelindan dengan berbagai faktor historis, politis, dan geografis. Di samping itu, buruknya kualitas dan tingkat aksesibilitas terhadap layanan publik memperparah tantangan yang dihadapi kelompok marginal di wilayah terpinggirkan ini.
