Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery. 
  • Pillar 2: Better sub-national governance for service delivery. 
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups. 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
As a consultant, he/she will provide expert advisory, review, and quality-assurance support to the Knowledge Management Center (KMC), a joint Bappenas–SKALA initiative. Acting as senior technical reviewer and lead technical editor, the consultant guides the conceptual and technical direction of the KMC across its core building blocks—data foundation (including data lake design, data sources, and integration), architecture design, business case, AI talent, AI governance, AI operating model, and scale-up strategy. The consultant provides substantive input into the KMC Concept Note and into the Technical Assessment, ensuring that recommendations on data infrastructure, system architecture, and AI adoption are technically sound, context-appropriate for subnational government in Indonesia, and aligned with national data governance requirements. Drawing on deep expertise in AI, natural language processing, and knowledge management systems, the consultant advises Bappenas and SKALA counterparts on emerging best practice, identifies institutional and technical barriers to AI adoption, and helps ensure the KMC is positioned for sustainable, responsible, and scalable implementation.

About You

Specific Responsibilities        

  • Advise on the assessment of user needs, data/information/knowledge maturity, and institutional readiness across target agencies, providing expert review of assessment findings and methodology.
  • Provide senior technical guidance on the design and development of the KMC prototype, ensuring alignment between system architecture, user needs, and policy use cases.
  • Advise on the integration of AI/LLM capabilities into the KMC, including model selection, data preparation, and retrieval mechanisms (e.g., RAG).
  • Provide guidance on translating functional requirements into practical system specifications, working closely with the Digital Solutions Architect and development teams.
  • Advise on the integration of diverse data sources, including quantitative datasets in SEPAKAT and document-based knowledge into KMC (e.g., RPJMN, RPJPN, and subnational plans).
  • Provide technical guidance on data structuring, metadata standards, and knowledge taxonomy to ensure effective organization and retrieval of information.
  • Provide technical inputs into prototype testing, refinement, and pilot implementation, including advice on troubleshooting and system improvement.
  • Advise on governance structures and operating models for the KMC within the Government of Indonesia.
  • Contribute to technical documentation and knowledge transfer, strengthening the capacity of government counterparts (Pusdatinrenbang).

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  • Advisory review of the User Needs & System Requirements Assessment Report, including written feedback on methodology and findings.
  • Technical advisory inputs for the KMC system architecture and AI integration design.
  • Recommendations on AI/LLM integration and data structuring approaches including quantitative structured data like SEPAKAT (including metadata standards and knowledge taxonomy).
  • Recommendations on the governance and operating model for the KMC within the Government of Indonesia.
  • Advisory inputs as requested by the SKALA/ KMP team.

Relationship Management

The consultant will work in close coordination with Bappenas, particularly with Deputi PMKK, Pusdatinrenbang, and Direktorat KJS, to ensure alignment between the KMC prototype and national planning priorities, data systems, and institutional needs. The consultant will report directly to the Knowledge Management and Partnerships Director and collaborate closely with DNA team and technical counterparts to support coherent design, implementation, and stakeholder engagement.

Selection Criteria

Essential

  • PhD or equivalent in Computer Science, Informatics, Information Systems, Data Science, or a related field.
  • Minimum 15 years of relevant professional experience, including work with government institutions in Indonesia.
  • Proven experience in designing and implementing AI-Powered Knowledge Management Systems, digital systems development and system integration.
  • Practical experience with generative AI, agentic AI, LLM, RAG, Knowledge graph, or other knowledge discovery supporting technology, especially in Bahasa Indonesia context.
  • Strong expertise in AI and knowledge technologies, including generative AI, agentic AI, LLMs, RAG, knowledge graphs, and related knowledge discovery methods, preferably in Bahasa Indonesia contexts.
  • Familiarity with data architecture, metadata standards, and information management.
  • Experience working in multistakeholder environment, especially with government or large-scale public sector systems.

Preferred

  • Familiar with policy and planning systems in Indonesia contexts.
