Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

• Pillar 1: Stronger national level enabling environment for sub-national service delivery.
• Pillar 2: Better sub-national governance for service delivery.
• Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The consultant will support SKALA and the West Nusa Tenggara Provincial Government in creating and/or developing Portal NTB Satu Data, Executive Dashboard, Application of Village Information System (SID) and other applications needed to support the Strengthening of Data and Information Governance in West Nusa Tenggara Province, including assisting in the integration process of various other supporting applications.

About You

Specific Responsibilities        

• Gather input for the development of the Portal NTB Satu Data, the executive dashboard, the Village Information System (SID) application, and other applications needed to strengthen regional one-data governance in NTB Province.
• Assist the NTB Provincial Government in developing new features and displays for the Portal NTB Satu Data, including integrating various sectoral data platforms into the Portal NTB Satu Data.
• Assist the NTB Provincial Government in building and developing the executive dashboard.
• Assist the NTB Provincial Government in designing and developing the village information system (SID) application.
• Assist the NTB Provincial Government in designing and developing new applications needed to support the strengthening of regional one-data governance.
• Provide technical support in analyzing infrastructure needs for the implementation of the information system developed.
• Facilitate capacity building for ASN and the SKALA Team on the use, maintenance, and modification of the information system according to local government needs.
• Provide technical support to SKALA and the NTB Provincial Government during application testing, use, maintenance, and modification.
• Develop guidelines or instruments to support the operation, use, and maintenance of the application.
• Other tasks as requested by SKALA and the NTB Provincial Government include creating portal designs, front-end and back-end user interfaces, databases, user/admin profiles, and dashboards.

Other Duties

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
• Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

• Monthly Reports
• Documented contributions to the development of features and displays for the NTB Satu Data Portal.
• Documented contributions to the development of the Executive Dashboard.
• Documented contributions to the development of the Village Information System Application.
• Documented contributions to the creation of new applications required by the NTB Provincial Government.
• Documented contributions to technical support in analyzing infrastructure requirements for the implementation of the developed information system.
• Guidelines or instruments supporting the operation, utilization, and maintenance of the developed applications.

Relationship Management

The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Provincial Lead NTB. 

Selection Criteria

Essential

• Bachelor’s degree in computer science, Information and Technology, or a related field with a minimum of 3 years of experience in software engineering and security systems.
• Experience with Laravel, CKAN, MySQL databases, PostgreSQL, or other relational databases.
• Familiar with API integrations
• Experience with CI/CD or using automation for the deployment process.
• Experience using cloud infrastructure such as AWS, Azure, or GCP.
• Experience with unit testing.
• Excellent skills and proven experience in open-source system programming (LINUX or UNIX). 
• Excellent interpersonal skills and written and verbal communication skills.
• Excellent problem-solving skills and the ability to work both independently and as part of a team to achieve goals.
