Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Analytic & Database Engineer will support SKALA Research Team and relevant government
counterparts by providing technical expertise in data mining, data processing, data analysis and analytical
system development. The Consultant will identify and consolidate data sources related to basic service
infrastructure, construct integrated datasets, and develop data pipelines for extraction, transformation,
and loading (ETL) from multiple sources. This includes national socio-economic datasets and DTSEN data, to enable robust spatial analysis and mapping of disparities in basic service access.

About You
Specific Responsibilities
- Assemble and manage large-scale survey datasets by leveraging expertise in handling sources such as DTSEN, Susenas, and other relevant socio-economic datasets, including sectoral ministry systems (e.g.,
Satu Sehat, Dapodik, PAMSIMAS). This includes extracting key variables, cleaning and transforming data, and conducting statistical analysis. Design and implement scalable data infrastructure, optimise data
workflows, and automate manual processing where feasible - Develop and maintain extraction, transformation, and loading (ETL) pipelines across multiple data
sources using appropriate statistical and programming tools (e.g., Stata, Python, or equivalent platforms). - Support data integration with spatial mapping and GIS interfaces, including conducting travel-time
modelling and topographical analysis to assess physical access to basic services. - Conduct advanced data analysis to interpret findings, identify trends, patterns, and correlations, and
generate actionable insights from DTSEN, Susenas, and other relevant socio-economic dataset s sourcing from national and sub-national government. - Conduct data quality assurance and quality control in systems/ application supported by SKALA such as SIPD-RI/PELITA/ SIKD/ SEPAKAT regularly to ensure data presented of highly standard and can be utilized fully.Provide technical expertise and work closely with SKALA-GEDSI team to identify and interpret pattern and trends on specific GEDSI data to ensure data on women, disabilities and vulnerable individual and their needs are available and accurate.
- Provide technical input to national and sub-national regulatory and policies frameworks ensuring
coherence and synergy related to GEDSI data integration and utilization. - Undertake additional tasks as requested by the SKALA team.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DTGlobal and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical
exertion and/or strain. - Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Technical analysis report on access to basic service infrastructure, integrated with spatial mapping and GIS interfaces.
- Operational ETL data infrastructure for REGSOSEK and related datasets, including documented
extraction, transformation, and loading processes. - Analytical mock-ups and visual models of supply-side basic service infrastructure to support planning
and scenario analysis. - Guidelines and consultation documentation, detailing methodology, stakeholder engagement
processes, and technical procedures to ensure transparency and replicability.
Relationship Management
The role will be working closely with the Research team and Government counterparts, under close
coordination and reporting to the Research Lead.
Selection Criteria
Essential
- Bachelor degree in Information Systems or Statistics with a minimum of 6 years of experience in database management, data analysis, information system analysis and development, research, data science, and machine learning, including their utilization in local planning and budgeting processes.
- Technical proficiency in database design and development, including relational databases (e.g., MySQL), data modelling, and techniques for data mining and segmentation.\
- Proficient in data processing tools: Demonstrate fluency in various data processing tools such as Microsoft Excel, Stata, SAS, R, or Python, Figma. Leverage these tools to manipulate and transform data, conduct exploratory data analysis, and implement statistical models.
- Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
- Proficiency in statistics and statistical packages like Excel, STATA, SPSS to be used for dataset analysis
- Experience in system analysis and product development, including preparing software specification
documents, developing mock ups and wireframes, and translating user requirements into functional system designs. - Adept at using data processing platforms.
- Familiar with Multidimensional Poverty Index analysis
- Excellent interpersonal skills and written and verbal communication skills.
- Excellent problem-solving skills.\Ability to work both independently and as part of a team to achieve goals.
Preferred
- Experienced working with Government of Indonesia.
- Experienced working on community development projects involving government and development
partners, especially related to social protection for people with disabilities.
