Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The UI/UX and Web Designer will support SKALA Maluku and provide technical assistance to its Government Counterparts, particularly the Dinas INFOKOM for designing the visual appearance, layout, and user experience (UI/UX) of a website to be attractive, functional, and responsive across devices, providing technical assistance on developing user-friendly interfaces. This role focuses on building functional, well-designed web portal solutions that consider user experience principles.

About You
Specific Responsibilities
- Design visual layouts, graphic elements, icons, and banners for websites.
- Convert design ideas into interactive mockups and prototypes (e.g., Figma/Adobe XD).
- Ensure website designs are responsive and optimized across all devices (desktop, tablet, and mobile).
- Collaborate with Web Developers (Frontend) to ensure design implementation aligns with the planned visuals.
- Implement modern UI/UX standards to enhance the user experience.
- Manage and regularly update the appearance of digital assets according to branding guidelines.
- Provide technical expertise to design and develop Portal Satu Data Maluku software applications, including its’ integration with other systems.
- Support the design and development of a new Integrated system built together by DISKOMINFO and other entities (OPDs) and ministries at national level.
- Collaborate with developers, engineers, and other technical teams from SKALA and its Government counterparts, related to the development of the Integrated System to support the Maluku province.
- Perform other tasks required by SKALA.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Initial Report and Software design plans for new interface features to support the Portal Satu Data Maluku and its’ integration with other Data Systems.
- Documented input of the design and development of a new Integrated system built together by DISKOMINFO.
- Documented input in enhancing the Portal Satu Data Maluku
- Documented facilitation and consultation with government stakeholders in the process of software design and development.
- Documened input on the UI/UX design and development, mock-ups, interactive prototypes to ensure easy-to-use integrated Portal Satu Data Maluku with other Data systems.
- Support in facilitating knowledge transfers, including AI features i.e: Documentation of AI feature testing.
Relationship Management
The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Provincial Lead Maluku.
Selection Criteria
Essential
- Bachelor’s degree in design, communication, computer science, or related field with at least 5 (five) years of experience.
- Experienced in supporting the development of government owned systems, including information systems on fiscal transfers and its’ integration with other systems.
- Experienced with application development using Python, PHP, and other relevant languages.
- Experience in using design tools like Figma, Sketch, is desirable.
- Knowledge of AI concepts and terminology, and working experience with AI APIs (OpenAI, Anthropic, etc.) is preferrable.
- Excellent interpersonal skills and written and verbal communication skills.
- Excellent problem-solving skills and ability to work independently and as part of a team to achieve goals.
Preferred
- Experienced working on governance projects involving government and development partners, especially related to data and systems governance.
- Experienced working with Government of Indonesia.
