Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The MEL Senior Manager will work under the MEL Lead’s guidance and as member of the MERL & Performance Team to ensure quality implementation of the SKALA monitoring, evaluation, and learning (MEL) framework. This position will be based in Jakarta and will manage the program’s national MEL activities, while liaising with the Subnational MEL Manager to align MEL processes with the program’s eight provincial-based MERL Coordinators. The role requires applying a systems thinking approach and supporting the MEL team to implement a developmental MEL framework. This framework largely uses qualitative methods to document and understand the dynamics of change at different levels of the governance system, and how these relate to operational impact over time. The MEL Senior Manager needs to support the development and implementation of methodologies and tools that align with these approaches and manage the analysis and synthesis of resulting data to provide actionable insights for the program’s implementation team.​

About You

Specific Responsibilities          

MEL Framework, System, and Workplan Implementation  

  • Collaborate with all MEL Team members to implement, monitor, and review the SKALA Program MEL Framework, and Annual Work Plan. 
  • Work with the MEL Lead to co-design and co-plan all MEL strategies and activities (e.g., identifying evidence gap, design evidence generation activities, orchestrating data collection and learning sessions) at national and subnational level.  
  • Conduct monitoring activities at the national level using a range of methods (e.g., in-depth structured-semi structured interview, focus group discussion, most significant change interviews, literature reviews, etc.) and lead the synthesis of monitoring data into quality and timely evidence products for dissemination 
  • Lead or oversee the delivery of evaluative studies using various methods (e.g., contribution analysis, case study,  episode studies, case studies, process tracing outcome harvesting, etc.) 
  • Collaborate with Subnational MEL Manager in all stages of MEL activities to align national-subnational evidence generation processes that are fit to serve program needs 
  • Provide feedback and ideas to MIS manager in refining and expanding MIS module to serve MEL needs for evidence documentation and monitoring dashboards. 

Program Regular Reporting to Internal Team, GOI, and DFAT  

  • Support the production of stakeholder facing reports by coordinating with subnational MEL Manager and Provincial MERL Coordinators to synthesize all evidence available to comment on system dynamics and reach conclusions on thematic and program level progress, achievements, challenges and lessons learned (e.g. six- monthly report, quarterly report to GOI, and other reporting/update requirements) 
  • Maintain up-to-date evidence tracking systems for reporting purposes including updating Progress Log and Indicator Tracking Table for national level results. 
  • Prepare evidence products to effectively communicate the program status to diverse audiences, both internal and external to SKALA (e.g., power point presentation, brief summary, fact sheet, rubrics etc.) in quarterly reflection and review session, coordination meetings, etc.  
  • Review and provide feedback to all program documentation materials such as program updates slide deck, publications, policy briefs, and knowledge products developed by other units in SKALA (e.g., KMP, GSQ unit) 

Coordination, Learning, Capacity Building 

  • Coordinate regularly and intensively with various working units in Jakarta Office (e.g., Implementation team, Governance-Strategy and Quality Unit, Knowledge Management and Policy Unit) to ensure MEL effective process and evidence utilization.  
  • Facilitate thematic Learning sessions with Program Team in Jakarta, for example leading the quarterly reflection and review session, knowledge/evidence sharing session, brown bag session, and other informal discussion session.  
  • Support the MEL Lead and MEL team members to grow MEL capacity within SKALA team and for program stakeholders (as relevant), including supporting training, coaching, and other forms of capacity development in SKALA’s target provinces. 

Other Duties 

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 
  • ​​Proactively identify and report risks and manage risks within your level of accountability. ​  

Job Requirements 

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long, and flexible hours as needed. Travel is based on need.  

Relationship Management 

​​This position reports to the MEL Lead and will work closely and effectively with the Subnational MEL Manager, MEL Consultant, and other members of the MERL & Performance team. The role will also coordinate closely with other units within SKALA, including the Implementation Team, Governance, Strategy and Quality Unit, Knowledge Management and Partnership team, as well as the Operations Team and the DT Global corporate team. ​ 

Selection Criteria 

The successful candidate will be a self-motivated and thoughtful learning partner, with strong skills in qualitative MEL or research approaches, and the ability to communicate effectively with diverse audiences. 

Essential 

  • Postgraduate qualifications in social sciences, evaluation, management, public policy, or other relevant discipline (research and methodological experience encouraged).  
  • At least 10 years’ experience in MEL on a large program, including coordinating with a large MEL team at different level as well as with government partners. 
  • Demonstrated prior experience in qualitative data collection and analysis within the context of development programs or comparable settings. 
  • Demonstrated prior experience in report writing and other forms of evidence communication products. 
  • Demonstrated experience in adapting MEL approaches and tools for use within specific programmatic contexts  
  • Demonstrated experience managing MEL short-term advisors or consultants. 
  • Demonstrated experience conducting MEL related capacity building/training. 
  • Ability to manage competing tasks and work independently and to tight deadlines. 
  • Excellent verbal and written communication skills in both English and Bahasa Indonesia. 

Preferred 

  • Experience facilitating reflective-learning processes. 
  • Experience with MERL implementation on DFAT programs. 
  • Awareness of, and sensitivity to, the needs of diverse and traditionally underrepresented groups, including women, older people, ethnic minorities, and people with disabilities.
