The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery 
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Senior Local Planning and Data Governance Specialist will be assisting SKALA and its government counterparts in improving analytical capacity of SEPAKAT systems and assisting local government to utilize the system for local planning budgeting processes and program targeting. The consultant will contribute to the development of strategy and facilitate local governments and capacity development in the use of integrated digital platforms, either vertically and horizontally i.e. SIPD-SEPAKAT-SIKD to facilitate services, planning and budgeting, as well as for social protection programs. The Consultant will provide technical and facilitation expertise with quality and high performance at national and sub-national. To ensure coherence and synergy, The Consultant is required to work collaboratively with GEDSI and PFM & MSS team, at national and sub-national.

About You

Specific Responsibilities       

  • Provide policy and technical advice to the current design of local institutional setting for the utilisation of SEPAKAT and its integration to other existing government system, including with locally generated data systems.
  • Advisory input in the national policy in related to ensuring the utilization of SEPAKAT at local level.
  • Provide technical input on the identification and analytical process and variable of several development indicators, such as poverty, midterm development planning, MSS, climate change, etc to be processed through SEPAKAT system.
  • Provide technical input on the design of integration for SEPAKAT-SIPD RI- SIKD.
  • Provide technical input on the development of design on modules in the system for SEPAKAT, SIPD RI and SIKD to ensure coherence, interconnected and data used are standard.
  • Provide technical input on policy advocacy at sub-national level to ensure roles and functions are established and budget is available to implement SEPAKAT-SIPD and the use of data.
  • Support the development curriculum matrix, syllabus, and training modules for SEPAKAT utilization in consultation with key ministries related and relevant SKALA unit.
  • Contribute to the development of curriculum matrix, syllabus, and training modules for SEPAKAT utilization. 

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need. 

Deliverables

  • Documented analysis formula that will be implemented in SEPAKAT system using national standardized data, including micro data, such as Regsosek/national unified socio-economic data.
  • Documented input on the GEDSI analysis, including design, data sources and analysis formula to be applied in the SEPAKAT system, that includes but not limited to MSS, poverty, midterm development documents, geo-tagging, climate change issues, etc.
  • Documented input to design business process for each module of the application (SEPAKAT, SIPD RI, SIKD) including content of modules (data and analysis). 
  • Finalization advocacy strategy for accelerating basic services and addressing climate change using data from SEPAKAT and integrating with other government systems. 
  • Inventory of planning and budgeting analysis and required data necessary for digital platform, including SEPAKAT, SIPD (e-walidata & e-database) and SIKD. 
  • Documented input to the institutional design on the implementation of system in the ministry level and at sub-national. 
  • Documented input to design guidelines, user manual, and training modules for for the preparation and implementation of socio-economic data updating.
  • Curriculum matrix, syllabus and training modules for SEPAKAT training in consultation with key ministries related and relevant SKALA unit. 
  • Integration plan between SEPAKAT with other system at national and sub-national (provincial and district government) level. 
  • Documented input to sub-national development analysis, including GEDSI, based on local requirements.

Relationship Management

The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

  • Master’s degree in Social Sciences, Development Studies, Political Science, Business Administration or related subjects and at least has 15 years experiences;
  • Working experience the area of local governance either within national and sub-national government;
  • Demonstrate skills in planning and budgeting analysis and familiar with poverty and GEDSI data analysis and the use of SEPAKAT system;
  • Has enough knowledge and experiences on local planning and budgeting process in accordance with applicable laws and regulation;
  • Experienced working on governance and community development projects involving government and development partners;
  • Able to analyse and present complex information; strong presentation, communications and writing skills in both English and Bahasa Indonesia;
  • Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work.  
  • Fluency in Bahasa Indonesia and English languages
  • Understanding of gender equality and social inclusion issues.

Preferred

  • Experienced working with Government of Indonesia 
  • Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.
