Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery 
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Data Policy and Governance Specialist will assist SKALA and provide technical assistance to its Government partners, particularly MOHA and Bappenas for facilitating national and sub-national government data and system integration. The Data Policy and Governance specialist will also provide technical assistance in the integration with SIPD (Sistem Informasi Pemerintahan Daerah) and SIPD-Hub including its’ institutional setting to support evidence-based planning, budgeting, and basic services. The Consultant will provide technical and facilitation expertise with quality and high performance at national and sub-national. To ensure coherence and synergy, The Consultant is required to work collaboratively with GEDSI and PFM & MSS team, at national and sub-national.

About You

Specific Responsibilities

  • Provide technical input to ensure the implementation of Data Governance policies and Regulations of the Minister of Home Affairs 5/2024 concerning SDPDN and the implementation of One Data at the sub-national level.
  • Provide input related to SDPDN and SIPD Hub governance and technical instructions, including data integration with data or data systems found in components of the Ministry of Home Affairs, Ministries/Institutions at the national and sub-national governments.
  • Provide technical input in the development of SDPDN and SIPD-Hub training modules related to governance manuals and implementation guidelines.
  • Provide technical input to the current policy formulation on the governance of Bappenas SEPAKAT at the national and sub-national level.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  • Initial report related to required data and system integration support for SIPD, SIPD-Hub, and other Government One-Data initiatives.
  • Technical Guidelines and regular reports on technical assistance in the implementation of SDPDN, SIPD Hub, and SEPAKAT at the national and sub-national level
  • Documented support in facilitating training sessions, workshops, and other Data Policy and governance events. 
  • Documented input related to SDPDN and SIPD Hub curriculum matrices, syllabuses, and training modules developed jointly through consultation with the MoHA-Pusdatin and related units in SKALA

Relationship Management

The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

  • Master’s degree in development studies, Social Sciences or related subjects and at least has 10 years experiences and familiar with Government One-Data Initiatives, including SIPD, Sepakat and disaggregated socio-economic micro database.   
  • Experienced in conducting training needs analysis and providing training especially for national and local government. 
  • Experienced in facilitating engagement between different key stakeholders related to One Data implementation, i.e. Satu Data Secretariat, MOHA, BPS, BIG, etc.  
  • Has enough knowledge and experience on local governance, planning, and budgeting process in Indonesia in accordance with applicable laws and regulations (i.e : Permendagri 5/2024, Perpres 109/2024, Law 6/2014, Permendagri 20/2018, Permendagri 114/2014*, Permensos 5/2019) and other relevant regulations.
  • Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work. 

Preferred

  • Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.    
  • Experienced working with Government of Indonesia
