Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role
Data Innovation Analyst (Climate Change) will support SKALA by conducting data visualisation that displays the impact of sea level rise due to climate change on poor and vulnerable populations in SKALA provinces. The consultant will conduct a GIS modelling using: (i) micro data and by-name-by-address (BNBA) point data from the SEPAKAT-Regsosek database, (ii) administrative boundary shapefiles; (iii) the latest network and river network spatial data, (iii) land use shapefiles extracted from available satellite imagery data; (iv) basic services facilities point data; (v) DEM data provided by United Nations Global Pulse (UNGP); and other data.
SKALA will guide the consultant in using the necessary methodology to develop a comparative map to visualizes the impact of the sea level rise if central and/or local governments in SKALA provinces recommend systematic action to reduce its impact. The consultant will support SKALA in disseminating the interactive maps and sea level rise disaster risk information to local governments through regional workshops. In terms of data, SKALA will only provide access to microdata and BNBA from SEPAKAT-Regsosek. The consultant is expected to independently collect the required open-access satellite imagery and digital elevation data, if needed.
Expected results from this support:
- All relevant local governments in SKALA provinces are expected to integrate the recommendations from this work into their mid-term development plan (RPJMD) and/or annual development plan (RKPD).
- All relevant local governments in SKALA provinces will be aware of the impact of sea level rise on basic service delivery and the 2045 vision (zero poverty) due to climate change.

About You
Specific Responsibilities
- Manage and analyse relevant spatial and tabular datasets to produce the sea level rise disaster risk impact evaluation and interactive maps. Provide expertise in managing large datasets, including SEPAKAT-Regsosek, Satu Sehat, SUSENAS, SAKERNAS, and SIPD, to extract relevant information, clean and transform data, and perform spatial analyses.
- Apply analytical skills to interpret data, identify trends, patterns, and correlations, and generate actionable insights from various datasets, including but not limited to SEPAKAT-Regsosek. Use the necessary statistical and spatial analysis methods to draw meaningful conclusions from these datasets.
- Create visually appealing and informative data visualizations using tools like ArcGIS or QGIS to present findings and insights in a way that facilitates decision-making in national and local planning, budgeting and local service delivery.
- Provide technical expertise and work closely with the SKALA Policy Advocacy (PA) team and Data and Analytic (DNA) team to identify and interpret pattern and trends in specific socio-economic data to ensure data on the women, disabilities and vulnerable individual and their needs are available and accurate.
- Provide technical input to national and sub-national government for the development of local planning documents such as RPJMD and/or RKPD.
- Work collaboratively with SKALA to identify process improvement opportunities to ensure that the output of this work is delivered on time
- Perform other tasks as requested by SKALA.

- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Data visualization materials of: (i) sea level rise disaster-prone zones, (ii) basic service facilities, and (iii) vulnerable population from Aceh, NTB, NTT, Gorontalo, Maluku, Kaltara, Papua, Papua Barat, Papua Selatan, dan Papua Barat Daya. The content of data visualization include: (i) basic service facilities; and (ii) the number of the women, people with disabilities and vulnerable individuals (Desil 1-4) affected by the disaster.
- Printed document and soft copies of Rapid Assessment Study Report on the Impact of Sea Level Rise Disaster Risk on the provision of inclusive basic services and how the disaster could hinder the provincial government’s investment in reaching the zero-poverty rate by 2024 (Visi Indonesia Emas).
Relationship Management
The consultant will report to the SKALA Policy Advocacy unit and collaborate with other SKALA team’s member as needed. The consultant may be required to travel as necessary and contribute to various workshops, meetings, and events. Flexibility and adaptability are essential.
Selection Criteria
Essential
- Bachelor’s degree in Geographics, Statistics, Economics, Development Studies with a minimum of 7 years’ experience in GIS, data analysis, research, and data science including its utilization in local planning and budgeting
- Familiar with GIS analysis and modelling using tools such as ArcGIS, QGIS.
- Familiar with accessing and using satellite imagery and SRTM data for analysis
- Proficient in data processing tools: Demonstrate fluency in various data processing tools such as Microsoft Excel, Stata, SAS, R, or Python. Leverage these tools to manipulate and transform data, conduct exploratory data analysis, and implement statistical models.
