Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua (Papua, Papua Barat, Papua Barat Daya, Papua Tengah, Papua Selatan, Papua Pegunungan). The Role
The Maluku Fiscal Decentralization and Local Revenue Senior Consultant will be responsible to provide technical input on 1. Optimizing the Utilization of Transfers to Regions (TKDD). 2. Enhancing Regional Revenue (PDRD). 3. Fostering Fiscal Synergy between Central and Regional Governments. 4. Public Financial Management.

About You
Specific Responsibilities
- Provide technical inputs and technical assistance to Maluku Provincial Government related Optimizing the Utilization of Transfers to Regions (TKDD):
a. Provide technical assistance and advice to maximize the effectiveness and efficiency of regional transfer funds.
b. Develop strategies to ensure that the allocation of transfer funds is aligned with regional development goals - Provide technical inputs and technical assistance to Maluku Provincial Government related Improving Regional Revenue (PDRD):
a. Analyses and provide recommendations to increase local revenue.
b. Develop policies and initiatives to enhance regional capacities in managing and boosting their revenues - Provide technical inputs and technical assistance to Maluku Provincial Government related Promoting Fiscal Synergy between Central and Regional Governments:
a. Promote collaboration and coordination between central and regional governments to achieve alignment in fiscal policies.
b. Facilitate dialogue between central and regional stakeholders to enhance fiscal synergy - Provide technical inputs and technical assistance to Maluku Provincial Government related Public Financial Management:
a. Provide technical assistance for quality financial planning, such as the development of Long-Term Regional Development Plans (RPJPD), Medium-Term Regional Development Plans (RPJMD), and Regional Government Work Plans (RKPD).
b. Promote the implementation of best practices in public financial management to improve accountability and transparency - Provide technical inputs and technical assistance to Maluku Provincial Government related Minimum Service Standard:
a. Provide technical assistance for Minimum Service Standard
b. Implement MSS integration in Medium-Term Regional Development Plans (RPJMD), and Regional Government Work Plans (RKPD).
c. Provide technical assistance for the quality financial planning of MSS - Capacity Building and Training:
a. Facilitate and conduct training sessions and workshops to enhance the financial management and planning capabilities of regional governments.
b. Provide guidance and mentorship to regional officials in the implementation of fiscal policies and programs. - PFM capacity assessment report
- Recommendation/policy brief and/or policy note regarding laws and regulations related to the SKALA mandate
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.

Relationship Management
Maluku Fiscal Decentralization and Local Revenue Consultant will work under direct supervision of Provincial Lead SKALA Maluku. Work with close coordination and direction from SKALA Public Finance Management (PFM) managers in Jakarta, and SKALA Maluku’s Engagement Specialist.
Selection Criteria
Essential
- Doctoral/PhD degree with minimum 15 years or a Master’s degree with minimum 20 years of relevant experiences in economics, development studies, public policy, public finance, accounting, management, or any relevant fields.
- Substantial working experience in engaging with the program relating with public policy, fiscal decentralisation, public financial management, poverty, regional development.
- Has experience working and/or collaborating with the Government of Indonesia especially BAPPENAS, KEMENKEU, and KEMENDAGRI, local Government at provincial and district level, and development partners, in supporting local government in planning and budgeting especially in less developed region such as Maluku.
- Demonstrate ability to conduct capacity development and knowledge sharing for GOI and local Governments as well as SKALA program staff.
- Strong knowledge on recent national and local fiscal policies, macro economy, regional economy, and planning, as well as fiscal decentralisation or fiscal transfer from central to provincial and district governments with its relevant issues.
- Strong knowledge and expertise on statistical applications.
- Strong reporting/writing skills.
- Excellent interpersonal skills, and written and verbal communication skills, both in Bahasa Indonesia and English.
- Ability to work both independently and as part of a team to achieve goals.
- Understanding of gender equality and social inclusion issues
