Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role
The Senior Strategy and Partnerships Advisor (The Advisor) will support the team in clarifying strategic objectives set by the team leader. This includes operationalisation of pillar engagement strategies by providing guidance to articulate province level strategies in all provinces SKALA has a presence.
The Advisor will work with the executive team and provincial leads to develop and effectively execute province level engagement strategies, provide critical inputs, map capacity needs of and provide support to the provincial teams to ensure effective collaboration with provincial and district level governments. In providing strategic inputs, the Advisor will identify potential partnerships and stakeholders relevant to the program’s objectives for the team to engage.

Specific Responsibilities
- Assist SKALA province teams to refine and propose clear annual workplans aligned with local contexts and conditions.
- Provide support with reviews and refinement of province level engagement strategies as required, in close collaboration with the SKALA Team Leader and Director for Implementation.
- Provide recommendations to strengthen the quality of program implementation at subnational levels, including through scheduled visits.
- Provide support to SKALA province teams, including technical backstopping and stakeholders’ engagement support, as required, to foster effectiveness of SKALA’s assistance.
- Provide advice and input on workplans, TORs, strategies and other documents based on request from the Team Leader and Implementation Director.
- Provide advice to ensure alignment of national and sub-national agendas and priorities based on requests from the Implementation Director.
- Contribute to SKALA’s learning objectives and policy advocacy initiatives as required.
- Provide monthly updates on work and progress to date.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within level of accountability.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the SKALA Team Leader.
Selection Criteria
Essential
- Minimum postgraduate qualifications (Master or PHD) in in the field of public administration, development studies, political science, sociology or other relevant fields.
- Minimum 20 years of working experience with at least 5 years in senior management and/or strategic roles within the governance sector (having experience working in less developed regions is preferable).
- Minimum 5 years of experience working with/for GOI ministries on relevant area.
- Minimum 5 years of experience working with DFAT and/or other donor funded projects.
- Demonstrated experience in developing engagement strategies and/or capacity building for provincial governments within Indonesia.
- Has practical and technical understanding of gender equality, disability, and social inclusion, demonstrated by experience implementing activities with gender, disability, and social inclusion considerations in Indonesia.
- Strong analytical and writing skills and experience in preparing high-level reports and communication products for stakeholders, clients, and officials.
- Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
