SIGAP Drives Data Governance in Aceh

In Aceh, the Village Information System (SIGAP) has become the Aceh Government’s single official application for managing gampong and population data, following Governor’s Instruction No. 05/INSTR/2025. Guided by the principle of “minimal entry, rich function,” data is entered once in a standardised format and then used for planning, budgeting and more accurately targeted social assistance. The SIGAP portal aggregates data from around 6,500 gampong across 23 districts and cities, while collaboration with universities and the Ministry of Home Affairs’ Data and Information Centre, supported by SKALA, strengthens shared ownership of the system. This booklet shows how data governance that starts at the village level can drive fairness and more responsive public services as SIGAP moves towards version 2.0.
