Institutionalising Meaningful Participation in Regional Development Planning
Thematic Musrenbang has emerged as a vital space for ensuring that the voices of women, persons with disabilities, and other vulnerable groups are genuinely reflected in regional development planning. Drawing on SKALA’s experience across six provinces, this knowledge brief identifies four interrelated enabling conditions—a supportive regulatory and institutional framework, the capacity of civil society organisations (CSOs) and organisations of persons with disabilities (OPDs), the use of disaggregated data, and traceable follow-up mechanisms—and closes with concrete recommendations for government, civil society, and development partners to make inclusive participation both meaningful and sustainable.
