Baseline Study on Multi-Stakeholder Collaboration for Mainstreaming Gender Equality, Disability, and Social Inclusion (GEDSI) in Indonesia

This study report presents a comprehensive overview of the initial conditions of collaboration between civil society organizations (CSOs) and local governments in promoting the implementation of policies on gender equality, disability, and social inclusion (GEDSI). Using a mixed-method approach—surveys, focus group discussions, in-depth interviews, and regulatory analysis—this study assesses the capacity of CSOs, the dynamics of partnerships with provincial governments, and the structural challenges that affect the effectiveness of GEDSI policies in six partner provinces. The findings show that the national policy framework is strengthening, but implementation at the local level is still hampered by a lack of disaggregated data, variations in institutional capacity, and suboptimal cross-sectoral coordination. On the other hand, CSOs have great potential to strengthen regional planning and budgeting through their field experience, community networks, and advocacy capabilities. The report’s recommendations emphasize the importance of collaborative mechanisms, capacity building for stakeholders, and data transparency to ensure that vulnerable groups are meaningfully accommodated. This study was conducted by the Directorate of KPPA Bappenas with support from the SKALA Program and implemented by the SMERU Research Institute.
