The successful implementation of the Special Allocation Fund for Physical Infrastructure (DAK Fisik) is assessed based on the achievement of immediate outcome (IO) indicators, so the reporting of DAK Fisik IO plays an important role in ensuring accountability and usefulness. This policy brief recommends several concrete steps, namely: increasing the capacity of regional human resources handling DAK Fisik, improving reporting timelines, integrating reporting applications, and providing incentives and sanctions to regions that do not report on time.

Minimum Service Standards (MSS) define the types and quality of essential services every Indonesian has a right to receive. As stated in Government Regulation No. 2/2018 and related laws, MSS ensure that all Indonesians receive equitable, standardized services in education, health, public works, social affairs, and housing. These standards reflect the government’s presence, commitment and obligation to its people. Across Indonesia, many vulnerable people and regions still struggle to access basic services. This brief summarizes how strategic Government of Indonesia processes have been strengthened, with the support of SKALA between July 2023 and June 2024, to improve the effectiveness of provinces to deliver inclusive services. Five entry points were identified to strengthen these processes and all processes benefit from intensive efforts to mainstream Gender Equality, Disability and Social Inclusion.
