Maluku Strengthens Development Monitoring and Evaluation through SIPD

Monitoring and evaluation are essential to ensuring that regional plans and budgets translate into development results that meet agreed targets. To support this process, the Ministry of Home Affairs has developed the Regional Government Information System (Sistem Informasi Pemerintahan Daerah/SIPD), which integrates regional planning, budgeting, implementation and financial accountability processes.

SIPD includes an electronic monitoring and evaluation feature, known as E-Dalev, which enables regional governments to track development progress and budget realisation in a more integrated way.

The use of E-Dalev at the subnational level can be further strengthened through closer coordination across regional government agencies and better alignment between planning and financial management processes. Strengthening staff capacity and ensuring sufficient personnel can help improve the quality and consistency of data.

To strengthen use of the system, the Ministry of Home Affairs held a capacity-building workshop for regional governments on monitoring and evaluation through SIPD on 11–12 August in Ambon.

Speaking at the workshop, Head of the Government and Human Development Division at the Maluku Provincial Development Planning Agency (Bappeda), Novalius Leatemia, said that monitoring and evaluation in Maluku still faced challenges, particularly in aligning program and activity achievements with physical and financial realisation.

“Coordination across regional government agencies is needed, along with stronger human resource capacity, data quality and performance indicators. Strengthening human resource capacity therefore cannot be delayed,” Mr Leatemia said.

Senior Policy Analyst at the Directorate of Regional Development Planning, Evaluation and Information (PEIPD) under the Ministry of Home Affairs, Rendy Jaya Laksamana, said the new digital system provided the basis for a simpler monitoring and evaluation process.

“With this, we hope monitoring and evaluation results can be produced more quickly, with valid, accurate and transparent data and information,” Mr Laksamana said.

However, he also pointed out that monitoring and evaluation often faced significant technical and conceptual challenges.

“In general, the challenges identified in the monitoring and evaluation process include technical system constraints, sectoral interests, poor coordination, limited human resource capacity, and regulatory substance that is not yet optimal,” he said.

Linking E-Dalev with Lawamena Satu Data

SKALA Maluku Provincial Lead, Odie Seumahu, spoke about the strategic role of E-Dalev in developing Maluku’s Lawamena Satu Data (One Data) Portal.

“With E-Dalev in SIPD, the goal of displaying regional government performance through the Lawamena portal will become easier to achieve,” he said.

Maluku Province has launched the Lawamena portal as part of implementing Indonesia’s Satu Data policy. In addition to providing data from regional government agencies, the portal includes an executive dashboard that regional leaders can use to monitor development progress.

Going forward, E-Dalev data is expected to strengthen the executive dashboard so that information on program achievements, budget realisation and development progress can be used more effectively in decision-making.

Strengthening regional government capacity

The workshop featured speakers from the Directorate General of Regional Development and the Directorate General of Regional Financial Management at the Ministry of Home Affairs. Participants included representatives from more than 33 Maluku provincial government agencies, who strengthened their understanding of the regulatory framework and technical use of E-Dalev over the two-day workshop.

The participants received hands-on assistance to implement monitoring and evaluation through SIPD, as well as to strengthen their preparation of the regional budget (APBD) as a data source for the evaluation process.

This capacity strengthening assistance is expected to help Bappeda and the regional government agencies to develop a more aligned way of working for SIPD data use, as well as help them identify constraints in budget absorption and delays in meeting performance targets at an earlier stage.

The Maluku Provincial Government’s efforts to strengthen development monitoring and evaluation are supported by SKALA, an Australia–Indonesia partnership program, focusing on capacity strengthening, technical facilitation and coordination to support more effective use of SIPD in regional development planning and implementation.
