Data on Aceh’s Minimum Service Standards now publicly accessible through the PINTU application

Data on the achievement of Minimum Service Standards (MSS) in Aceh is now available to the public via the PINTU (Integrated Information Dashboard) application’s dashboard.

For the first time, anyone can access data on the delivery of basic services, such as healthcare, education and infrastructure, through the MSS dashboard integrated within PINTU.

The dashboard features data from all of Aceh’s regencies and cities, presented with easy-to-understand visuals, and is updated regularly. This feature enables communities and stakeholders to monitor the performance of local governments in delivering basic services.

This initiative is an important step in promoting transparency, enhancing accountability, and strengthening public participation. Open access to data supports monitoring and enables more effective advocacy, research and targeted policymaking.

By launching the PINTU application, the Aceh Provincial Government is expanding public access to information and fostering joint efforts to continuously improve basic services by providing accurate, accessible data.

PFM

Aceh’s inclusive Local Taxes and Retributions (PDRD) policy provides a reduction in motor vehicle tax of up to 50% and a reduction in retribution of up to 15% for persons with disabilities and other vulnerable groups. This eases their economic burden and improves their access to public services

The Government of Aceh has issued several PDRD regulations, including regional and provincial-level regulations and Standard Operating Procedures. Alongside efforts to increase local revenue, these policies continue to address the needs of vulnerable groups.

In partnership with SKALA, the Government of Aceh introduced tax and retribution relief measures for persons with disabilities and low-income communities. Motor vehicle tax reductions of up to 50% are provided for persons with disabilities, while retribution relief of up to 10% is given to persons with disabilities and up to 15% to low-income communities.

The benefits of this policy are immediate, particularly in terms of reducing economic burden and expanding access to basic services. This shows that social inclusion and sound local revenue management can go hand in hand.

DNA

Collaboration between the Aceh Provincial Government and universities has successfully increased data recording coverage in the SIGAP system from 20% to 47%, thereby strengthening the foundation for village-level development planning.

The Village Information System (SIGAP), developed by the Aceh Office of Community and Village Empowerment (DPMG) in collaboration with the Aceh Office of Communication, Informatics, and Encryption since 202, supports data-driven development planning and public service delivery at village, sub-district, and district levels.

As part of the implementation of Law No. 6 of 2014 on Villages, SIGAP serves as an essential tool for systematically recording population and social data. In partnership with SKALA, the Government of Aceh collaborated with six local universities to accelerate data recording through a community service program (Kuliah Kerja Nyata/KKN). A total of 2,622 KKN students were deployed to 1,006 villages across eight districts and cities to support this initiative.

As a result, SIGAP’s data coverage increased significantly, from 20% at the start of 2024 to 47% by the end of the year, covering over two million Acehnese residents. This marks a key milestone in establishing a reliable data foundation for development planning and basic service delivery at the village level.

GEDSI

Aceh’s Disability Qanun (regional regulation) strengthens social protection and guarantees persons with disabilities access to basic services

Issued by the Aceh Government, the Qanun on the Fulfilment of the Rights of Persons with Disabilities is a significant step towards ensuring equal access and stronger protection for persons with disabilities. It outlines the government’s responsibility to provide reasonable adjustments, inclusive educational facilities, fair employment opportunities and disability-responsive public services.

A key contribution of the SKALA program to this process was to promote the active involvement of disability groups in policy development. Through Aceh Governor Decree No. 100.3.2/166/2024, representatives of persons with disabilities were formally appointed to the Qanun drafting team. Additionally, SKALA developed a policy brief that formed the basis for advocacy efforts to encourage the Government of Aceh to begin the drafting process.

The meaningful participation of community groups, particularly persons with disabilities, ensures that policies are grounded in lived realities and help to build a more inclusive and equitable public service system.
