Improved Minimum Service Standards (SPM) implementation and reporting capacity in Tanah Papua has strengthened e-SPM completion and promoted transparent, accountable, and targeted basic service delivery.

Capacity-building support on SPM for 104 government officials across six provinces in Tanah Papua has significantly improved e-SPM reporting. Average reporting rates for the third and fourth quarters of 2024 exceeded 80%, up from just 20–30% in previous quarters. In South Papua and Southwest Papua, reporting surged from 0% to between 90% and 100%.

This progress reflects a growing commitment by local governments to strengthen basic service reporting systems. The e-SPM platform has become a key tool for tracking SPM performance, enhancing transparency, and supporting more data-driven program and budget planning.

With better data availability, local governments are now better equipped to make informed decisions and design more targeted interventions, particularly in essential sectors such as health and education.

The Elderly Protection Program (PAITUA) has reached 66.54 per cent of its target group, thereby helping to reduce poverty in Southwest Papua

PAITUA is a joint initiative between the Government of Southwest Papua Province and the SKALA Program, funded through Special Autonomy (Otsus) funds. Launched in July 2023, the program aims to improve the welfare of the elderly and support poverty reduction by providing a monthly cash transfer of IDR250,000 to residents aged 65 and over.

With a budget of IDR19.4 billion for 2023, disbursement began in 2024. By December 2024, IDR12.4 billion, equivalent to 64.1 per cent of the total budget, had been distributed. The program has reached 8,891 elderly, representing 66.54 per cent of the intended 13,306 beneficiaries.

The government is now preparing for the second phase of implementation, with a focus on expanding coverage and improving delivery mechanisms to ensure more accurate and efficient targeting.

The Governor’s Decrees on the One Data Forum and the Technical Guidelines for the Implementation of One Data in West Papua strengthen data governance and cross-sector coordination in order to support evidence-based policymaking

To reinforce the implementation of the One Data policy, the Provincial Government of West Papua has issued two key Governor’s Decrees: the Decree on the Establishment of the One Data Forum and the Decree on Technical Guidelines (Juknis) for One Data Implementation. These policies support the enforcement of Governor Regulation No. 31 of 2023 on One Data.

SKALA supported the process by facilitating the drafting of the decrees, strengthening the capacities of local government agencies, and helping to compile the data inventory and review the SIDASSKEN portal.

With this support, the One Data Forum has been set up to coordinate data custodians, producers and supporting units. The forum has prepared the 2024 Data Inventory, which consists of 4,049 data types from various government work units.

Meanwhile, the Technical Guidelines provide local agencies with a clear reference to help them apply the principles of the One Data policy systematically.

This initiative has strengthened data governance and improved the quality of public service delivery. With a more structured coordination mechanism and consistent data standards, the policy enhances data accuracy and integration, promotes transparency and accountability, and enables more responsive, targeted development planning.
