Navigating The Waves, Reaching The Community: Collaboration Strengthens Basic Services in Maluku
As an archipelagic province, Maluku faces uneven access to basic services, from inter-island isolation to the high cost of reaching remote areas. This booklet shows how the Maluku Provincial Government, supported by the Ministry of Home Affairs and SKALA, has made Minimum Service Standards (SPM) part of its regional planning system. The change rests on three pillars: cross-functional institutional synergy, technical assistance, and the capacity to adapt to regional fiscal dynamics. As a result, Maluku’s SPM Achievement Index has been rated Tuntas Utama for three consecutive years, earning the 2025 SPM Award for Best Performing Province in the Maluku–Papua Region.
